Background
The Food Systems, Land Use, and Restoration (FOLUR) Impact Program aims to promote sustainable food production and responsible commodity value chains at a global scale. Supported by the Global Environment Facility (GEF), this program operates across 27 countries, including Uzbekistan. The program focuses on integrated landscape management (ILM), sustainable agricultural practices, and restoring natural habitats to improve ecosystem services and contribute to climate resilience.
In Uzbekistan, the FOLUR project is centered around improving wheat production systems, fostering crop diversification, and restoring degraded lands. With a strong emphasis on community-driven approaches, the project seeks to enhance the livelihoods of farmers, improve food security, and support national efforts to meet global climate and sustainability goals. Through the adoption of climate-smart agricultural practices, the project promotes sustainable wheat value chains, ecosystem restoration, and the empowerment of rural communities, especially women and youth. The initiative is also aligned with Uzbekistan's national strategies to promote sustainable agriculture, reduce land degradation, and combat climate change.
In this project, Component 2 of the FOLUR Impact Program in Uzbekistan focuses on promoting sustainable food production practices across wheat-based landscapes and developing responsible commodity value chains. The goal is to demonstrate sustainable agricultural practices on 300,000 hectares of both irrigated and rain-fed lands.
This component is designed to address the environmental and productivity challenges faced by Uzbekistan's wheat sector, which is a critical commodity for the country's food security and rural livelihoods. Component 2 aims to improve the productivity and sustainability of wheat production through climate-smart agriculture, conservation practices, and crop diversification.
Objective
The Business Development Expert is responsible for identifying and developing sustainable business models and market linkages for agricultural products, specifically within wheat value chains. This role involves collaborating with stakeholders to create public-private partnerships (PPPs), promoting entrepreneurship, and supporting the commercialization of sustainable farming practices. The Expert will also focus on capacity-building programs to empower local farmers and businesses, ensuring their integration into broader value chains and contributing to the project's sustainability and economic development goals.
Scope of Work
Sustainable Business Models and Incentives
Develop and assess business models that integrate sustainable practices within wheat value chains, aligning with Uzbekistan's agricultural policies.
Design financial incentives to make sustainable practices economically feasible for stakeholders, promoting adoption across wheat-based landscapes.
Identify potential economic opportunities within wheat value chains to enhance sustainable agriculture practices.

Stakeholder Engagement and Incentive Program Development
Engage with stakeholders (e.g., regional governments, private sector actors) to develop pilot incentive programs for sustainable production in each district.
Provide technical and administrative support for initiating PPP agreements, encouraging sustainable practices among smallholders and agribusinesses.
Monitor and refine incentive programs to address policy gaps and improve scalability, ensuring alignment with the project's goals.

Restoration-Oriented Business Opportunities
Collaborate with environmental experts to align business opportunities with restoration objectives, supporting the economic viability of conservation efforts.
Promote sustainable practices that generate economic benefits within degraded ecosystems, encouraging private and public stakeholder participation in restoration activities.

Knowledge Dissemination and Best Practices Sharing
Document best practices and case studies on successful business models that integrate sustainability in agricultural value chains.
Engage in knowledge-sharing networks to promote the adoption of these business models across similar projects.
Create and distribute training materials to other agricultural projects, facilitating the replication of effective sustainable business strategies.
Development and Approval of Economic Indicators
Establish economic indicators in collaboration with the IMTF to monitor the progress of ILM practices and their economic impact.
Gain formal approval from the IMTF for these indicators to ensure alignment with national and regional economic priorities.
Collaboration with other Experts within the FOLUR Project:
The Business Development Expert will collaborate closely with various experts across the FOLUR project to ensure a holistic and integrated approach to agricultural development and sustainability. Key areas of collaboration include:
Collaboration with Conservation Agriculture (CA) Experts
Work together to incorporate sustainable farming practices into business models and market strategies, ensuring that conservation agriculture principles are promoted throughout value chains.
Develop value-added products based on conservation agriculture techniques, such as organic or sustainably sourced wheat, and promote these products to new markets.
Collaboration with Farmer Field School (FFS) Experts
Coordinate training programs and capacity-building workshops for farmers, ensuring that both sustainable agricultural techniques and business skills are taught.
Ensure that FFS graduates are integrated into value chains and have access to market opportunities, linking business development initiatives with FFS outputs.

Collaboration with GIS and Data Management Experts
Utilize GIS data to identify optimal production areas and market opportunities, leveraging spatial data to develop targeted business strategies.
Use data analysis to monitor the sustainability and profitability of business models, ensuring that all business decisions are data-driven.
Collaboration with National Agricultural Policy Experts
Align business development initiatives with national agricultural policies, ensuring that policies support the growth of sustainable agricultural value chains.
Advocate for policy changes that encourage private sector investment and public-private partnerships (PPPs) in the agricultural sector.

Expected Outputs

Component 1: Integrated Landscape Management (ILM) for Sustainable Wheat Systems
Output 1.1: Sustainable business models for wheat production that integrate ILM principles.
Output 1.2: Incentive programs promoting sustainable practices among smallholders.
Output 1.2.4: Economic Case for Scaling-Up at National and Regional Levels for Integrated Management of Sustainable Wheat Production Landscapes and ILM
Responsibilities:
Conduct market assessments to identify potential sustainable business opportunities.
Develop economic incentives that encourage adoption of sustainable practices within wheat value chains.
Collaborate with the Inter-Ministerial Task Force (IMTF) to identify and establish economic indicators for tracking the success and scalability of sustainable wheat production and ILM practices.
Facilitate discussions with the IMTF to ensure indicators are aligned with national economic goals, gaining formal approval for their use.
Coordinate with project teams to gather initial results from activities under Outputs 1.2.1 and 1.2.2, ensuring that data is accurately collected and aligned with the approved economic indicators.
Establish baseline economic and environmental data for wheat production landscapes according to the project's assessment methodologies, creating a foundation for ongoing impact measurement.
Use data from project activities and secondary sources to analyze economic trends and map indicators that demonstrate the financial viability of ILM practices in wheat production.
Generate insights into how sustainable practices impact economic outcomes, supporting the development of investment models.

Component 2: Promotion of Sustainable Food Production and Responsible Commodity Value Chains
Output 2.1: Incentive programs and PPPs to promote sustainable production practices.
Output 2.2: Engagement with stakeholders to support sustainable commodity value chains.
Responsibilities:
Structure incentive programs and provide technical support for sustainable production agreements.
Monitor the success of incentive programs and address policy gaps.

Component 3: Conservation and Restoration of Natural Habitats
Output 3.1: Business opportunities supporting ecosystem restoration.
Output 3.2: Economic models aligning with conservation goals.
Responsibilities:
Integrate restoration-focused business models into conservation activities.
Promote sustainable practices in degraded ecosystems, ensuring profitability.

Component 4: Knowledge Management, Monitoring, and Evaluation
Output 4.1: Best practices and case studies for dissemination.
Output 4.2: Training resources for replication of business strategies.
Responsibilities:
Document and share knowledge products, including case studies and training materials.
Engage in knowledge-sharing activities to support broader adoption of successful business models.

Qualifications and Experience:
Advanced degree in Business, Agriculture, Environmental Science, or a related field.
At least 5 years of experience in sustainable business development, value chain integration, or market development in agricultural settings.
Proven experience in establishing and managing PPPs.
Strong knowledge of sustainable agriculture, conservation practices, and ecosystem restoration.
Experience working in Central Asia or similar contexts is preferred.
Proficiency in Uzbek is required; knowledge of English and Russian is an advantage.
Competencies:
