Background:
The Global Food Systems, Land-Use and Restoration (FOLUR) Impact Program (IP) aims to promote sustainable integrated landscapes and efficient food value chains at scale. This initiative targets the transformation of global food systems to become positive contributors to planetary health, biodiversity, and ecological function. The FOLUR Impact Program, supported by a significant financial commitment from the Global Environment Facility (GEF) and co-financing partners, will be implemented across 27 countries with a focus on sustainable integrated landscapes and agricultural commodity value chains.
Within this framework, Component 3 of the FOLUR Project in Uzbekistan addresses the "Conservation & Restoration of Natural Habitat." This component aims to enhance conservation and restoration of high nature value ecosystems/habitats within production landscapes, ultimately improving ecosystem services that support agriculture in an equitable and sustainable manner.
Objective
The Renewable Energy Expert will provide technical expertise on renewable energy solutions in ecosystem restoration, sustainable land management (SLM), and integrated landscape management (ILM) under the FOLUR program. The expert will support the design, implementation, and monitoring of renewable energy interventions, ensuring they are sustainable, scalable, and aligned with the environmental and social objectives of the project.
Scope of Work
Technical Assessment and Feasibility Studies
oConduct a renewable energy needs assessment for the project's ecosystem restoration and agricultural activities.
oIdentify potential renewable energy solutions, such as solar, wind, and biomass, to support landscape restoration and sustainable agricultural practices.
oEvaluate the technical, economic, and environmental feasibility of integrating renewable energy into ecosystem restoration activities.
Design and Integration of Renewable Energy Solutions
oProvide technical designs for the installation and maintenance of renewable energy systems within the project's activities, particularly for community nurseries, irrigation systems, water harvesting, and agroforestry.
oDesign and implement renewable energy systems for powering tools, equipment, and infrastructure used in ecosystem restoration, including water points, greenhouses, and field stations.
oIntegrate renewable energy solutions with sustainable agricultural practices and ensure alignment with the project's broader land degradation neutrality (LDN) and ILM objectives.
Capacity Building and Training
oDevelop training programs and materials to build local capacity in renewable energy technologies for communities and stakeholders engaged in the project.
oProvide hands-on training and support to 300 project trainees (50% women) on the use, maintenance, and management of renewable energy systems in agriculture and ecosystem restoration.
Monitoring and Evaluation
oDevelop a monitoring and evaluation framework for renewable energy interventions, ensuring that these systems contribute to project targets (e.g., 50,000 ha under sustainable management and restoration).
oCollect and analyze data on the performance, efficiency, and benefits of renewable energy systems to assess their impact on the project's conservation and restoration goals.
oPrepare reports on the outcomes and lessons learned from renewable energy integration in the project.

Collaboration and Coordination
oWork closely with district representatives, community groups, and other stakeholders to ensure renewable energy interventions are context-appropriate and meet the needs of the local population.
oCoordinate with other technical experts (e.g., ecosystem restoration, SLM, CSA) to integrate renewable energy solutions into the broader project activities.
oProvide technical advice to the Project Management Unit (PMU) and national partners on renewable energy policies, frameworks, and regulations in Uzbekistan.
Collaboration with other Experts within the FOLUR Project:
oCollaborates with Data Management Expert (M&E) responsible for Component 4 (monitoring and evaluation) to measure project impact.
oCollaborates with Knowledge Management Expert (Communications/Advocacy) for document and promote project results, to gather data, case studies, and outputs from different components for communication and advocacy purposes.
oCollaborates with the PMU and National Experts (especially with International Renewable Energies Expert) on selecting equipment, system design, and procurement.
oIf actual issues related to the effective achievement of project goals are identified, Renewable Energies Expert collaborates with all Experts of the FOLUR Project.
The Expert will focus to Outputs 1.2.2. / 3.1.3. and will collaborate with other Outputs within the Project:
Output 1.2.2.: Inclusive and gender-responsive Renewable Energy incentives improve and strengthen VCs and reduce GHG.
With the support of the Intl. and National Renewable Energy Consultants, follow the strategy laid out in the PPG Renewable Energies Report (Annex Q) to undertake procurement of identified RETs.
Training of private sector and other actors in use and maintenance of renewable technologies and equipment.
Output 3.1.3: Alternative livelihoods demonstrated for community members involved in activities that threaten global environmental values for conservation and restoration of habitats/ ecosystems in production landscapes.
Renewable energy proposals outlined in PPG report are used to provide potential rates of return on investment for VC gaps and weak links.

Monitoring and Evaluation Plan: A framework for tracking the effectiveness and sustainability of renewable energy interventions.
Final Report: Documentation of renewable energy integration, lessons learned, and recommendations for scaling.

Professional requirements Applicants must answer the following:
Education:
Bachelor's degree in Renewable Energy Engineering, Environmental Engineering, Sustainable Development, or related fields.
Experience:
At least 10 years of experience in designing, implementing, and managing renewable energy projects, particularly in rural and agricultural settings.
Proven experience in integrating renewable energy solutions in ecosystem restoration or land management projects.
Strong knowledge of sustainable development practices, renewable energy policies, and international environmental standards.
Experience working with diverse stakeholders, including local communities, government agencies, and international development organizations.
Proficient in using Microsoft Office Suite (Word, Excel, PowerPoint) and data analysis software.
Fluency in Uzbek is required; knowledge of English is an advantage, (knowledge of Russian language can be taken into account).
Competencies:
Proven ability to apply gender analysis frameworks and tools to program design and implementation.
Strong commitment to promoting gender equality and women's empowerment.
Excellent interpersonal, communication, and teamwork skills, with the ability to work effectively in multicultural settings.
