Background: The Global Food Systems, Land-Use and Restoration (FOLUR) Impact Program (IP) aims to promote sustainable integrated landscapes and efficient food value chains at scale. This initiative targets the transformation of global food systems to become positive contributors to planetary health, biodiversity, and ecological function. The FOLUR Impact Program, supported by a significant financial commitment from the Global Environment Facility (GEF) and co-financing partners, will be implemented across 27 countries with a focus on sustainable integrated landscapes and agricultural commodity value chains.
Within this framework, Component 3 of the FOLUR Project in Uzbekistan addresses the "Conservation & Restoration of Natural Habitat." This component aims to enhance conservation and restoration of high nature value ecosystems/habitats within production landscapes, ultimately improving ecosystem services that support agriculture in an equitable and sustainable manner.
Objectives
The Conservation Agriculture Experts will be responsible for:
Designing and implementing Farmer Field Schools (FFS) and Agro-Pastoral Field Schools (APFS) to train local farmers and community members on sustainable agricultural practices.
Facilitating the adoption of Sustainable Land Management (SLM) and Conservation Agriculture (CA) techniques to restore degraded lands and enhance ecosystem services.
Providing technical support, training, and mentoring to participants to ensure effective knowledge transfer and implementation of sustainable agricultural practices.
Scope of Work
The Conservation Agriculture Experts will carry out the following tasks:
a) Farmer Field Schools (FFS) and Agro-Pastoral Field Schools (APFS):
Establish and coordinate FFS and APFS in the target districts.
Develop training curricula and materials focused on conservation agriculture, sustainable land management, and agroecological practices.
Conduct practical training on plant identification, seed collection, soil fertility management, water harvesting, agroforestry, crop diversification, and integrated pest management.
Train farmers and community members on sustainable grazing practices, pasture management, and agro-pastoral systems.
Sustainable Land Management (SLM) and Conservation Agriculture (CA):
Promote CA practices such as minimum tillage, crop rotation, cover cropping, and integrated nutrient management.
Support the establishment of community nurseries for the multiplication of native species, fruit trees, and agroforestry species.
Facilitate land restoration activities, including reforestation, pastureland rehabilitation, soil conservation techniques, and establishment of shelterbelts.
Promote water conservation practices and efficient irrigation methods to enhance water use efficiency.
Capacity Building and Knowledge Sharing:
Conduct training-of-trainers (ToT) sessions to build the capacity of local facilitators and extension agents.
Develop training manuals, guidelines, and resource materials for FFS, APFS, and SLM practices.
Organize field demonstrations, farmer exchange visits, and workshops to share best practices and successful models of CA and SLM.
Provide mentoring and coaching to participants and monitor the adoption of CA and SLM practices.

Monitoring and Evaluation:
Support the establishment of a monitoring and evaluation (M&E) framework to assess the impact of FFS, APFS, and CA practices.
Conduct regular field visits to monitor the progress of activities, identify challenges, and provide technical guidance.
Document lessons learned, success stories, and best practices for wider dissemination.
Collaboration with other Experts within the FOLUR Project:
Collaborates with Data Management Expert (M&E) responsible for Component 4 (monitoring and evaluation) to measure project impact.
Collaborates with National Consultants for workshops and FFS.
Collaborates with ILM Planning Experts for integrating sustainable agricultural practices into land-use planning.
Collaborates with Knowledge Management Expert (Communications/Advocacy) for document and promote project results, to gather data, case studies, and outputs from different components for communication and advocacy purposes.
If actual issues related to the effective achievement of project goals are identified, Conservation Agriculture Expert (Farmer Field Schools, Agro-Pastoral Field Schools, Sustainable Land Management) collaborates with all Experts of the FOLUR Project.

Expected Outputs and Responsibilities of the Conservation Agriculture (CA) Expert across 4 components of the FOLUR project

Component 1: Integrated Landscape Management (ILM) for Sustainable Wheat Systems

Output 1.1: Integrated landscape management plans that incorporate conservation agriculture principles for sustainable wheat production.
Output 1.2: Capacity building initiatives for stakeholders, including farmers, on conservation agriculture practices and sustainable land management.
Output 1.3: Policy briefs advocating for the integration of CA practices into national ILM strategies.

Responsibilities

Develop and implement conservation agriculture strategies that enhance sustainable wheat production within the ILM framework.
Facilitate training sessions and workshops for farmers and local stakeholders on the benefits and practices of conservation agriculture.
Collaborate with policymakers to ensure that conservation agriculture is included in national landscape management policies and frameworks.

Component 2: Promotion of Sustainable Food Production and Responsible Commodity Value Chains

Output 2.1: Demonstration plots showcasing conservation agriculture practices, including crop rotation, cover cropping, and minimal tillage.
Output 2.2: Training programs designed to enhance farmers' knowledge and skills in sustainable farming practices.
Output 2.3: Increased adoption of conservation agriculture techniques among local farmers, particularly in wheat production.

Responsibilities:

Oversee the establishment of demonstration plots to showcase effective conservation agriculture techniques to local farmers.
Develop training materials and conduct Farmer Field Schools (FFS) that focus on conservation agriculture and its benefits for sustainable food production.
Monitor and evaluate the adoption rates of conservation agriculture practices among farmers, providing feedback and support as needed.

Component 3: Conservation and Restoration of Natural Habitats

Output 3.1: Implementation of conservation agriculture practices that promote habitat restoration and biodiversity conservation.
Output 3.2: Engagement of local communities in conservation efforts through participatory approaches and knowledge sharing.
Output 3.3: Models developed for sustainable land use that demonstrate the synergy between conservation agriculture and habitat restoration.

Responsibilities:

Collaborate with environmental experts to integrate conservation agriculture practices that support the restoration of natural habitats.
Conduct community workshops to engage local stakeholders in conservation initiatives and promote awareness of the benefits of CA for biodiversity.
Develop case studies highlighting successful integration of conservation agriculture and habitat restoration efforts.

Component 4: Knowledge Management, Monitoring, and Evaluation

Output 4.1: Gender sensitive indicators related to conservation agriculture incorporated into the project's monitoring and evaluation framework.
Output 4.2: Knowledge products developed to disseminate best practices and lessons learned regarding conservation agriculture.
Output 4.3: Regular reports documenting the impact of conservation agriculture practices on food production and ecosystem health.

Responsibilities:
Work with the Monitoring and Evaluation (M&E) team to establish gender sensitive indicators that track the effectiveness of conservation agriculture interventions.
Prepare knowledge products, such as reports and presentations, to share findings from conservation agriculture practices and their impacts on sustainable agriculture.
Participate in knowledge sharing events to disseminate experiences and successful practices in conservation agriculture within the context of the FOLUR project.

Expected Outputs

Deliverables
Training Curriculum and Materials: Develop comprehensive training curricula and manuals for FFS, APFS, and SLM practices.
Establishment of FFS/APFS: Set up and coordinate at least 10 FFS and APFS in the target districts, with at least 300 participants (50% women).
Capacity Building Reports: Provide monthly progress reports on training activities, including participant attendance, training outcomes, and challenges.
Technical Guidelines: Develop technical guidelines on CA, SLM, agroforestry, and pasture management.
Knowledge Sharing: Organize at least two field days, workshops, and exchange visits to share experiences and promote knowledge exchange.
Monitoring and Evaluation Reports: Submit regular M&E reports assessing the adoption and impact of CA and SLM practices.

Applicants must answer the following:

Education:
Advanced degree in Agriculture, Agronomy, Natural Resource Management, Environmental Science, or related field.
Experience:

At least 10 years of experience in implementing Conservation Agriculture, Sustainable Land Management, or Agro-Pastoral systems.
Proven experience in establishing and managing Farmer Field Schools (FFS) and Agro-Pastoral Field Schools (APFS).
Experience in training and capacity building of farmers, community members, and extension agents.
Strong knowledge of ecosystem restoration, agroforestry, sustainable water management, and pasture management.
Experience working in rural development projects, particularly in Central Asia or similar contexts, is an advantage.
Proficient in using Microsoft Office Suite (Word, Excel, PowerPoint) and data analysis software.
Fluency in Uzbek is required; knowledge of English is an advantage, (knowledge of Russian language can be considered).

Competencies:
Strong analytical and problem-solving skills, with the ability to develop innovative and practical solutions.
Ability to work independently and as part of a multidisciplinary team.
Demonstrated commitment to environmental sustainability and gender equality.
Effective project management skills with the ability to deliver results within set timelines.
Strong writing and reporting skills with experience in preparing technical reports, training manuals, and articles.
