The International Organization for Migration in Uzbekistan is looking to engage a national consultant type B to carry out monitoring and assessment activities within the project on supporting safe and orderly migration from Central Asia to the UK.

Project Context and Scope:
The International Organization for Migration is assisting the Government of Uzbekistan in supporting safe and orderly migration from Uzbekistan to designated countries through services of preparation, capacity-building, and reintegration. The FCDO funded "Safe migration of seasonal workers from Central Asia to the UK" project benefits Migration Agency by providing gender-sensitive safe migration information for prospective and current migrants under the UK SWS.

Organizational Department / Unit to which the Consultant is contributing Labour Mobility and Labouê Mobility Division, IOM Uzbekistan

Tasks to be performed under this contract – under the direct supervision of the National Project Manager and overall coordination from the Chief of Mission (CoM):

•Develop a comprehensive M&E framework that outlines indicators, tools, and methodologies for tracking project progress across all activities.
•Establish a reporting system for regular updates on M&E findings, identifying areas for improvement and any challenges faced.
•Conduct required field visits and surveys to monitor the ongoing implementation of activities and assess their quality.
•Facilitate data analysis and reporting on project outcomes, ensuring that results are communicated clearly.
•Develop criteria for evaluating business proposals for sustainable business projects, ensuring that these proposals align with sustainability and impact.
•Monitor the implementation and outcomes of selected sustainable business projects, assessing their feasibility, long-term impact, and economic results, including job creation and income generation.
•Track the progress and effectiveness of the English language learning program for SWS participants and returned migrants, ensuring that it meets the identified needs of the target group and contributes to improved communication and understanding.
•Develop an assessment tool to measure improvements in language skills throughout the English language courses, including in vocabulary, everyday communication, and key SWS related aspects.
•Maintain an M&E database to systematically store, update, and visualize project data for easy access and tracking.
•Contribute data-driven content to progress and final reports.
•Identify lessons learned, good practices, and success stories through monitoring data.
•Monitor risks or unintended consequences identified during implementation and escalate them with recommendations for mitigation.
•Where applicable, provide training and technical assistance to project staff on data collection tools, reporting templates, and M&E best practices.
•Active involvement in advising and overseeing all communication aspects of the project. This includes reviewing communication strategies, ensuring the clarity of messaging, and ensuring that key stakeholders are kept informed throughout the project.
•Coordinate project communication activities with the communication focal point and media agency, including strategy implementation, visibility materials, media engagement, and branding compliance.
•Perform other project related tasks as needed.

Professional requirements Education:

•Bachelor's or higher degree in Sociology, Anthropology, Economics, Data Science Development Studies, Migration studies or related field from a recognized institute

Experience/skills required:
•At least 3 years of relevant professional experience in monitoring and evaluation, preferably in the fields of migration, reintegration, or financial inclusion.
•Experience in working with migrant populations, including returnees, and a solid understanding of their reintegration needs.
•Extensive knowledge of the labour migration context in Uzbekistan, including policy frameworks and institutional stakeholders.
•Strong skills in data collection, verification, analysis, and reporting using quantitative and qualitative methods.
•Demonstrated ability to develop and maintain M&E databases or dashboards and ensure data quality assurance.
•Prior involvement in evaluating business proposals, income-generating activities, or skills development programs is an asset.
•Excellent interpersonal and communication skills to liaise with diverse stakeholders, including government, donors, and project beneficiaries.
•Proficiency in writing clear and concise reports and presenting M&E results to both technical and non-technical audiences.

Travels are required.
