3. Scope of Work The individual consultant will undertake the following tasks: 1. Current Situation Analysis • Conduct a comprehensive assessment of each project site, considering: • National plans and programs related to afforestation, erosion control, and improvement of degraded forests. • Market and demand analysis for saplings, taking into account the country's plans, programs and strategies for the development of forestry. • Analyze the vegetation structure of each site to determine the required types and quantities of seedlings. 2. Site Selection Study • Conduct inspections of potential nursery sites in all five regions which will be shown to you by forestry units. • Identification of suitable sites that meet nursery establishment criteria, including • Identification of suitable sites that meet the nursery establishment criteria, including: • Taking samples for soil and water analysis and delivering them to forestry units. Conducting soil and water analyses and submitting them to the individual advisor (within ten days). In case of delay, studies will be conducted with available data. • Evaluation of accessibility, infrastructure needs, and environmental conditions. • Prepare a Report with recommendations for site selection, including technical, economic, and environmental considerations.
3. Designing of Nurseries • Develop detailed designs for each nursery site, considering the unique characteristics and needs of each region. • Develop nursery design, including: - Layouts of seed storage, greenhouses, irrigation systems, and storage facilities. - Infrastructure designs for roads, fencing, and utility systems. - Water management systems, including wells and sprinkler systems • Prepare the Design and Estimate Documentation (DED), including: - Technical specifications, bill of quantities (BoQ), and cost estimates. - Ensure compliance with Uzbekistan's construction and environmental regulations. |

5. Qualifications and Experience of the Consultant The individual consultant must have: • A degree in forestry engineering, or a related field. • At least 25 years of professional experience in the design and implementation of nursery or forestry projects. • Proven experience in nursery and forestry applications, design and Estimation Documentation (DED). • Knowledge of Uzbekistan's construction and environmental regulations. • Strong analytical and report-writing skills in English, Russian, and Uzbek. 6. Duration of the Assignment The assignment is expected to last 110 days from the date of contract signing. 7. Reporting and Coordination Raporlama ve Koordinasyon • The consultant will make reporting and project deliveries to the Project Implementation Unit (PIU) in line with the above mentioned plan. • Participate in regular progress meetings to ensure alignment with project objectives. 9. Additional Requirements • All documents must be provided in Uzbek, Russian, and English, in digital (PDF & Word) and printed formats. • The consultant must ensure compliance with national and international environmental and construction standards. |

Background The Government of Uzbekistan, in collaboration with international development partners, is implementing the Uzbekistan Resilient Landscapes Restoration Project. This project aims to establish nine modern nurseries in the following regions: • Samarkand region • Qashqadarya region • Surkhandarya region • Jizzakh region • Namangan region The individual consultant will focus on the design phase of the nursery project, including site assessments and Design and Estimation Documentation (DED), which will form the basis for future civil works under a separate contract. 2. Objective of the Assignment The main objective is to develop a comprehensive design project for the nine nurseries, including the following studies: • Conducting site assessments and feasibility studies. • Preparing detailed designs. • Developing Design and Estimate Documentation (DED). • Providing technical specifications and a bill of quantities (BoQ) for the proposed nursery designs. |
