NATIONAL TEAM LEADER (F/M) BASED IN TASHKENT, UZBEKISTAN
The recruitment is subject to a tender released by the Swiss Agency for Development and Cooperation (SDC). SDC has tendered the Non-formal Skills Development Project in Uzbekistan (NFSDPU), a new project addressing key issues related to labor force absorption, job creation, and equipping individuals with relevant and in-demand skills, while also improving the capacity of employment services. The project aims to strength and institutionalize short-term skills development mechanisms and its quality, aimed at upskilling and reskilling working-age population (with focus on youth, incl. young women and returnee migrants), and based on private sector needs. The project will focus on optimizing VET institutions and improving career guidance, business processes, and data sharing mechanisms to better meet workforce needs and ensure sustainable economic development. The inception phase lasting from July 15th, 2025, to January 2026, subject to approval, will be succeeded by a five-years of implementation phase (February 2026 – December 2030). The position is for both, inception phase and implementation phase.
MAIN TASKS Inception phase: Your primary responsibility will be to establish a project team in Tashkent and develop the program in collaboration with the HELVETAS head office, partners, and SDC. During the inception phase, which spans 6.5 months, you will conduct studies, research, and analyses to lay the foundation for the project. This phase should culminate in an established project team, a robust program concept, and a comprehensive Project Document.
Main Phase: In the main phase, you will be responsible for the overall management and high-quality implementation of the project, which includes: • Overseeing administrative and financial coordination with partners and stakeholders. • Providing strategic guidance and technical support through training, workshops, and ongoing coaching. • Strengthening the program's Monitoring and Results Measurement (MRM) system, ensuring effective knowledge management for steering, accountability, and learning. • Ensuring compliance with organizational administrative standards, including time registration, reporting, financial statement preparation with partners, and adherence to control requirements. • Facilitating coordination with other Switzerland-supported projects and initiatives funded by other donors in the vocational skills development sector. • Promoting a facilitative approach to program execution. |

YOUR QUALIFICATIONS • Academic qualifications: master's degree (or equivalent) in skills development, economics, education, pedagogy, development studies, or a related social science field. • Professional experience: minimum of 10 years in skills development, vocational education and training (VET), or related areas, such as migration, government engagement, civil society organizations, business/employer associations, trade unions, private sector, VET/higher education, and government authorities. • Managerial competence: demonstrated managerial and social skills, with minimum experience of 8 years in coordinating and managing complex of comparable scale and scope. Experience of working with SDC will be an asset. • Strong experience in steering and mentoring, capacity to anticipate issues and identify forward-looking solutions. • Stakeholder collaboration: Proven track record in cooperating with a large number of stakeholders, and experience in working with SDC and/or other international donors. • Localisation experience: Development of Partnership and capacity building of local partners, ideally through an on-systems approach to enhance project sustainability. • National experience: professional experience in Uzbekistan. Other working experience in Central Asia/CIS countries will be an added value. • Leadership skills: Strong managerial capabilities and analytic skills, including results-oriented management, strategic planning, HR, and financial management; adept at guiding, mentoring, and proactive problem-solving. • Communication proficiency: Excellent reporting, interpersonal, and intercultural communication skills. • Well-respected individual with no political or other affiliation that could adversely affect the reputation of the project. • Language: proficiency in English (oral and written) for reporting and project documentation. Working proficiency of Russian and/or Uzbek languages. |
