Uzbekistan Country Program
The World Bank's Country Office in Tashkent hosts a diverse and dynamic team of local and international professionals at various levels and functions, all contributing to the the Uzbekistan Country Program. Since 2017, the Bank's financial and analytical support to Uzbekistan has grown significantly, aligning with the government's ambitious economic and social reform agenda.
The Bank's projects in the country focus on improving agriculture, water and land resource management, water supply and sanitation, energy, transport, health, education, and social protection systems. They also aim to enhance urban and rural infrastructure, strengthen capacity of various government agencies, and support the development of national innovation, tax administration, statistical, and financial systems.
The External Affairs Officer reports to the Europe and Central Asia Communications Manager at the Bank's headquarters in Washington, D.C., while working under the supervision of the Senior External Affairs Officer for Central Asia based in Tashkent.
Responsibilities
The World Bank Uzbekistan Country Office is seeking a skilled and dynamic professional to lead and manage all communications aspects of the Country Program. The role involves developing and implementing effective communication and outreach strategies to support the Bank's operations in Uzbekistan, promoting program and project results, informing diverse internal and external audiences about the Bank's priorities and work in the country, managing reputational risks affecting the Bank's operations, and building strong partnerships with a wide range of local and international stakeholders. Specific Duties
The External Affairs Officer's primary responsibilities will include, but are not limited to, the following:
Political and Public Opinion Analysis
• Advise the Country Director (CD) on aligning country communications with global and corporate communication priorities and messaging. • Monitor and analyze current events, public opinion, and media coverage in Uzbekistan, providing regular updates to the CD and Country Team. • Assess the political economy and operating environment in relation to the World Bank's operations and reputation in the country. • Deliver real-time insights and analysis of political developments, potential outcomes, and their implications, including recommendations for navigating complex political environments. • Provide strategic advice to the CD, including briefings on political trends, news developments, public opinion, and unexpected circumstances that could impact the Bank's operations and projects in Uzbekistan.
Planning and Implementing Communication Strategies
• Develop and execute the Country Office (CO)'s annual communications strategy with clear short- and medium-term action plans, leveraging various media, outreach, and social media tools to raise awareness among local and international stakeholders about the World Bank's (WB) program and project results in Uzbekistan. • Manage the CO's annual communications budget by planning, monitoring, implementing, and reporting on relevant expenditures throughout the fiscal year. • Design and implement communications strategies and campaigns for project and publication launches, events, and visits by Bank senior officials to ensure well-informed media coverage and maximize social media engagement.
Support to Operations
• Provide strategic advice on communications and response strategies for specific Bank-funded operations, projects, events, and report launches hosted by the CO. • Develop communication materials associated with the above-mentioned activities such as press releases, brochures, event and report webpages, social media messages, etc., to ensure the timely dissemination of key messages to external audiences. • Identify and leverage strategic communication opportunities within the country program to highlight the Bank's results in Uzbekistan, both internally and externally, including facilitating connections between thematic teams and the media. • Advise on communication support for government-led reforms supported by the World Bank, including engaging relevant communication professionals and firms to assist with such efforts.
Reputational Risk Management
• Monitor, assess, and implement coordinated measures to mitigate reputational risks associated with Bank-funded operations and projects in Uzbekistan or factors that may impact their implementation. • Provide proactive strategic advice, analysis, risk and issue management support, and messaging/holding statements related to Bank-funded operations and projects in Uzbekistan to support the CD and other WB officials in their engagement with the media and relevant stakeholders. • Offer guidance to the CD and other WB officials on managing client relations and responses during crises.
Media Relations, Media Monitoring, and Social Media Management
• Manage and coordinate the Country Office's (CO) engagement with local and regional media outlets, including arranging interviews with the CD and other WB officials and drafting talking points for media appearances. • Monitor and analyze a wide range of online and offline media sources to produce a daily news roundup covering key domestic and foreign policy, economic, business, and social developments in Uzbekistan and Central Asia, as well as occasionally prepare analytical reports on selected developments in the country. • Oversee the CO's websites with the support of a Web Editor by creating and maintaining relevant, up-to-date content. • Manage the CO's social media channels, including the Facebook page and Telegram channel, and run and/or coordinate online campaigns aligned with the Bank's local, regional, and global priorities, projects, events, publications, and activities. • Advise thematic teams on leveraging social media opportunities while providing guidance on mitigating risks associated with digital engagement.
External Relations
• Establish and maintain relationships with representatives of Uzbek and regional media, civil society organizations, youth groups, universities, academic and expert communities, private sector, press services of key government agencies and relevant government officials, development partners, and opinion leaders. • Keep these stakeholders informed about key developments and issues related to WB's local, regional, and global activities, and engage them in WB-sponsored events and initiatives. |

Selection Criteria Core competencies
• We require a relevant mix of education and experience: Master's degree with 5 years of experience OR equivalent combination of education and experience in a relevant discipline (communication, journalism, international affairs, or other related fields). • Excellent proficiency in verbal and written English, Uzbek, and Russian. • Strong knowledge of Uzbekistan's and Central Asia's political, economic, and media landscape, with established contacts among local journalists and opinion leaders considered an asset. • Prior experience with multilateral development banks, international organizations, foreign embassies, or international financial institutions is highly desirable. • Excellent computer skills; ability to use standard Bank technology packages, e.g., Word, Sharepoint, Microsoft Outlook PowerPoint, Internet, Excel, HTML, etc.
