Job Announcement: Local Company Consultancy for PR Training for Vocational Colleges and Technicums under VET4UZ
Helvetas supports the Ministry of Higher and Secondary Specialized Education (MoHSSE) in the process of reform of VET system in Uzbekistan, through the Swiss-funded "Support of VET Reform Project". The main goal of the project is to contribute to more gainful employment of VET graduates through improved access to the labour market. This will be achieved through a systemic approach, fostering strong coordination within the state structures as well as between the state and the economic actors. The project started its first phase of 4 years (2022-2025) and we are looking for Local Company Consultancy for PR Training for Vocational Colleges and Technicums under VET4UZ for a short-term contract.
I. Context
The Vocational Education and Training (VET) sector in Uzbekistan is undergoing extensive reforms, driven by the government's strategic efforts to modernize the education system and align it with the evolving demands of the labor market. These reforms, initiated through presidential decrees (2017–2019) and the Education Sector Plan (ESP 2019–2023), focus on improving governance, updating curricula, enhancing teacher training, and fostering closer cooperation between vocational institutions and industry partners. However, despite significant progress, several challenges persist in the VET system, including outdated educational content, insufficient engagement with the private sector, and a lack of structured communication channels between vocational institutions and key stakeholders.
The VET4UZ project, implemented by Helvetas Swiss Intercooperation with the support of the Swiss Agency for Development and Cooperation (SDC), plays a crucial role in operationalizing these reforms. The project aims to bridge the gap between vocational education and industry needs, ensuring that students acquire practical, job-relevant skills and that institutions remain responsive to labor market dynamics. By strengthening governance structures, fostering private sector participation, and enhancing quality assurance mechanisms, VET4UZ seeks to build a sustainable and competitive vocational education system in Uzbekistan.
One of the key aspects of these reforms is the development of effective communication strategies within vocational education institutions. PR specialists working in technicums and colleges play a vital role in shaping the public perception of vocational education. Their ability to effectively promote VET programs, engage with stakeholders, and communicate institutional achievements is critical to increasing student enrollment, attracting industry collaboration, and fostering community support.
However, many PR specialists in the VET sector lack formal training in modern public relations (PR) and marketing techniques. There is a growing need for capacity-building programs that equip them with the skills to:
- Develop and implement PR strategies tailored to vocational education institutions. - Utilize digital marketing tools and social media to engage with students, parents, and employers. - Manage relationships with media outlets to ensure positive coverage of vocational education. - Handle crisis communication effectively to maintain institutional reputation. - Organize PR campaigns and promotional events that highlight the benefits of vocational education. - Analyze and measure PR effectiveness, ensuring continuous improvement.
Recognizing this need, the VET4UZ project has initiated a specialized PR training program for PR specialists from vocational colleges and technicums. This program will provide practical, hands-on training in modern PR strategies, digital communication tools, stakeholder engagement, and crisis management. By strengthening the communication capabilities of these specialists, the project aims to enhance the visibility and credibility of vocational education in Uzbekistan, ultimately contributing to increased student enrollment, stronger industry partnerships, and broader societal support for VET reforms.
II. Objective
The objective of this assignment is to develop and implement a comprehensive PR training program for PR specialists from vocational colleges and technicums under the VET4UZ project. The training will equip participants with modern PR strategies, digital tools, and crisis communication techniques, enhancing their ability to promote vocational education effectively.
The consultant/company will be responsible for designing an interactive training program, delivering in-person workshops, and providing guidance on implementing PR strategies within VET institutions.
III. Scope of Work
3.1 Training Content Development
The training program must cover the following key areas:
• PR Fundamentals: Principles, functions, and key tools of public relations. • Developing a PR Strategy: Structuring campaigns and defining key messages. • Digital PR & Social Media Management (SMM): Leveraging digital platforms for outreach. • Crisis and Reputation Management: Handling negative publicity and managing brand image. • Media Relations: Engaging with journalists, writing press releases, and organizing press conferences. • Event Planning: Organizing PR campaigns, educational events, and industry collaborations. • Measuring PR Success: Tools and techniques for evaluating the effectiveness of PR strategies.
3.2 Practical Assignments & Interactive Learning
The training must incorporate:
• Group Work: Collaborative PR campaign development. • Case Studies: Analysis of real-world PR strategies in education. • Role-Playing Exercises: Conducting press conferences and managing PR crises. • Hands-on Media Writing: Creating press releases, social media content, and marketing materials.
3.3 Training Implementation & Reporting
- Conduct a 3-day training in Tashkent for up to 10 participants. - Provide printed and digital training materials. - Submit a final report summarizing the program structure, participant feedback, and recommendations for future PR development within VET institutions.
IV. Deliverables vs timeline
1. Conduct meetings with the VET4UZ team to discuss objectives – 1 WD (February 2025). 2. Develop a detailed training program & materials – 5 WD (February 2025). 3. Conduct the 3-day PR training in Tashkent - 3 WD (February 2025). 4. Analyze participant feedback & performance – 2 WD (February 2025). 5. Submit a final training report with recommendations - 2 WD (February 2025). Total: 13 workdays
V. Methodology
- The consultant must develop a structured training approach that ensures both theoretical knowledge transfer and practical skill development. - The training should follow an interactive and modular structure. - At least 50% of the training time should be dedicated to practical assignments. - Participants should leave the training with actionable PR plans for their institutions.
VI. Budget & Logistics
- The consultancy must provide a detailed budget proposal, covering all necessary costs (training venue if provided, materials, venue, etc.). - Training materials must be professionally designed and provided to participants in both print and digital formats. - If needed, VET4UZ will provide the training venue and necessary equipment (projector, flipcharts, etc.). |

Required qualifications and expertise
Education & Experience • Minimum 5 years of experience in PR, marketing, or corporate communications. • Experience in conducting PR and marketing training programs. • Expertise in digital marketing and media relations. • Previous experience working with educational institutions or development projects is an asset. Social & Personal Competencies • Strong communication and presentation skills. • Ability to adapt training content to the local educational context. • Experience in facilitating interactive training workshops. Company Registration Documents • Proof of legal registration in Uzbekistan. • At least 3 years of experience in providing PR and marketing consultancy services.
