REQUEST FOR EXPRESSIONS OF INTEREST FOR INDIVIDUAL CONSULTANTS
Country: Republic of Uzbekistan Project name: "Modernizing Uzbekistan's National Innovation System" Project Loan No.: IDA-67840 Assignment Title: Office Manager / Translator
The Republic of Uzbekistan has received a credit from International Development Association (IDA) toward the cost of the "Modernizing Uzbekistan's National Innovation System" Project, and intends to apply part of the proceeds for consulting services.
I. Office Manager / Translator 's Responsibilities
Performs technical functions to ensure and maintain the work of the head of the organization or its divisions. Receives information for the head from employees of departments, calls them on his behalf. Organizes telephone conversations of the head. Receives and transmits telephone messages, records received messages in the absence of the manager and brings them to his attention. Carries out work on the preparation of meetings or meetings held by the head (collecting the necessary materials, notifying participants about the time, place, agenda of the meeting or meeting and their registration), keeps and draws up minutes. Monitors the provision of the manager with office supplies, organizational equipment, creates conditions conducive to the effective work of the office. Transmits and receives information on receiving and intercom devices, maintains office work, receives correspondence addressed to the head, organizes it in accordance with the order adopted in the organization and transfers, after its consideration by the head, to departments or specific performers for use in the process of their work or preparing a response. Keeps track of the timing of the execution of the orders of the Manager, taken under control. Accepts documents for signature by the head. Organizes the reception of visitors, promotes the efficiency of consideration of requests and proposals of employees. Forms cases in accordance with the approved nomenclature, ensures their safety and submits them to the archive in due time.
The Office Manager / Translator will be responsible for (but not limited to) the following:
• Personnel Management (records arrival, absence, lateness, illness, etc.), • Organization of office work within the project, including registration and distribution of incoming and outgoing correspondence, emails, faxes; • Oral and written translation of project documentation; • Preparation of minutes during meetings and sessions; • Providing support when organizing seminars and training events, • Provision of technical support to foreign specialists to receive invitations, visa support and accompanying documents for submission to the Ministry of Foreign Affairs of the Republic of Uzbekistan, embassies / consulates, as well as registration at the place of residence; • Assisting local and international staff with travel arrangements, • Ensuring the preservation of office equipment in working order, • Office management - storage of office supplies, providing a clean and efficient work environment; • Control over the timely execution of orders, instructions and orders of the head of the organization; • Coordination of meetings for members of IFI Missions; • Provision of technical support in organizing the work of international specialists and their support during meetings; • Keeping records of the organization's personnel. Registration of admission, transfer and dismissal of employees in accordance with labor legislation, collective agreement and orders of the head of the organization. Formation and maintenance of personal files of employees, making changes in them related to work. • Translation and editing of Project documents (in the state, Russian and English languages); • Accounting for orders, orders, instructions and other documents requiring control over their execution. • Archiving project documents • Performs all translations (oral and written) and will be responsible for all PIU translation requirements. This includes: a. translation of all documents required by the government from English into Russian and Uzbek; b. translation of all documents required by the government from Russian and Uzbek languages into English; c. English translation of all official correspondence with international financial institutions and other stakeholders. |

Reporting
Office Manager / Translator will report to the Project Manager.
Office manager / translator must have the following qualifications:
1. Have a higher education degree; 2. Written and oral skills of the Uzbek, Russian and English languages; 3. Be able to translate documents quickly and accurately, and be able to translate confidently and clearly during meetings. 4. Have experience in performing tasks specified in the TOR; 5. Have experience in coordination between different departments; 6. Have the skills to communicate with people and work in a team; 7. Have excellent skills in managing computer and office equipment, as well as software - the Internet, Microsoft Word, Excel, Outlook, etc.; 8. Desire to learn. |

Additional information: |
This position is a full-time and the specialist is obliged to work in Uzbekistan during the contract period as PIU Staff. The calculation of the amount of remuneration includes all expenses for international and national flights, accommodation, per diem and travel within and abroad of the Republic of Uzbekistan. The cost of remuneration is calculated based on a fixed payment for work.
A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
