WORK HOURS: Full-time, 40 hours/week;
SALARY: FSN-09, starting from $28,322 gross per annum
START DATE: The selected candidate must be able to start work within a reasonable time(usually 3 weeks) after receipt of security clearance, or their candidacy may not be considered.
BASIC FUNCTION OF POSITION:
A fully functioning bilateral USAID Mission since 2020, USAID/Uzbekistan supports the government and people of Uzbekistan to implement wide-ranging reforms in the areas of health, education, economic growth, environment and democracy and governance. The position is in the Health Development Office (HDO) which is responsible for achievement of USAID bilateral programming in the areas of tuberculosis, global health security and pharmaceutical systems strengthening. The Project Management Assistant (PMA) functions under the supervision of the Health Development Office Director or her/his designee. The incumbent's primary role is to provide project management assistance and administrative support for the HDO portfolio, coordinate and support external HDO engagements, provide budgetary assistance, and serve as an Activity Manager for bilateral programs.
The PMA is a core member of the HDO program management team, helping to ensure that HDO programs are on track to achieve their intended objectives. The incumbent duties will include:
- As an activity manager for HDO programs, conducts administrative and programmatic oversight of activities, including planning of activities, monitoring programs through field visits, reviewing program budgets, plans and reports and monitoring compliance with USAID requirements such as branding/marking, environmental compliance and equipment disposition. - Prepares documents for program planning, implementation, and management, such as memoranda, action memos, justifications, implementation letters, pipeline analyses and funding requests. S/he prepares and tracks pre-obligation checklists, activity checklists, and other documentation required prior to obligation. - Collects and consolidates data from quarterly/semi-annual/annual reports of HDO activities; tracks data against objective-level indicators. Prepares documentation and presentations. The incumbent also compiles data for the preparation of the annual Performance Plan and Report (PPR), the Operation Plan and ad hoc reports and taskings. - Working closely with the Program Office, coordinates with HDO implementing partners, drafts documents and provides logistical support for HDO evaluations and assessments. - Collects, drafts, edits, and consolidates HDO contributions for USAID communication products such as biweekly reports, press releases, Briefing Checklists (BCLs), success stories, social media posts and presentations. - Organizes and supports site visits to HDO projects for senior USAID officials, the Ambassador, and visiting delegations among others. Administration The PMA supports the smooth functioning of the HDO Office and its ability to respond to requests from internal and external stakeholders. Main duties include:
- Develops and maintains HDO trackers, documents and briefers for information sharing, responding to routine and special requests for information. S/he ensures that all the documentation described above is saved in a google drive so that it is easily accessible to all of HDO and Mission personnel. - For in country and international travel, assists staff in the travel processes, which may include: preparing travel requests; liaising with TMC for itineraries and other travel arrangements; - Assists with travel budgeting and management, including providing estimates for annual travel budget planning and maintaining the database on travel expenses and remaining balances. - Responds to TDY requests and invitations to official functions. Serves as the logistical control officer for TDYers ensuring all forms and planning documents have been completed. Situates TDYers upon arrival and ensures needed orientation information is provided. - Coordinates functions held by HDO, which could mean managing others or providing support, which may include confirming guest lists; contacting caterers and organizing menus; arranging logistics.

QUALIFICATIONS REQUIRED:
Applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.
1. EDUCATION:
At least two years of full-time post-secondary study (or the equivalent hours spread across a part-time study period) at the university in public administration, governance, social sciences, international relations, business, health or a related field is required.
2. PRIOR WORK EXPERIENCE:
Minimum three (3) years of project management-related experience in a business, government, or international development organization demonstrating increasing responsibility.
3. LANGUAGE:
Level IV (Fluent) knowledge of English and either (a) Level IV Uzbek and Level III (Good Working Knowledge) Russian; OR (b) Level IV Russian and Level III Uzbek is required. Demonstrated strong English writing skills are essential.
4.SKILLS AND ABILITIES:
Advanced competency in using Google suite is required. Competency in Microsoft Office is required. Excellent interpersonal skills and professionalism is critical. The incumbent must be able to relate well to a variety of professionals and work with others in a collegial and effective manner. Assigned duties demand critical thinking, good judgment, organization, and personal initiative. Communication skills, both written and oral, must be strong. The ability to work with minimal supervision in a fast-paced environment is required.
5. JOB KNOWLEDGE:
General knowledge of development assistance principles and international best practices for public education. General knowledge of program implementation, monitoring and evaluation, budgeting, and reporting. |
