WORK HOURS: Full-time, 40 hours/week;
SALARY: FSN-09, starting from $28,322 gross per annum
START DATE: The selected candidate must be able to start work within a reasonable time(usually 3 weeks) after receipt of security clearance, or their candidacy may not be considered.
BASIC FUNCTION OF POSITION:
The Project Management Assistant (PMA) functions under the supervision of the Education Office Director or her/his designee. The incumbent's primary role is to provide project management assistance and administrative support for the Education Office (EDU) portfolio, coordinate and support external EDU engagements, provide budgetary assistance, and serve as an Activity Manager or an alternate Contracting/Agreement Officer's Representative (A/COR) for select education programs. The incumbent will work closely with other USAID offices, including the Program Office, Acquisition and Assistance Office, Financial Management Office, and the EXO office, among others.
The PMA is a core member of the EDU program management team, helping to ensure that EDU programs are on track to achieve their intended objectives, in coordination with implementing partners, the Government of Uzbekistan, and other stakeholders. The incumbent duties will include:
- As an Activity Manager for EDU programs, conduct administrative and programmatic oversight of activities, including planning, budgeting, monitoring through field visits, reviewing plans and reports, and monitoring compliance with USAID requirements such as branding/marking, environmental compliance, and equipment disposition. - Prepare documents for program planning, implementation, and management, such as memoranda, action memos, justifications, implementation letters, pipeline analyses, and funding requests. Prepare and track pre-obligation checklists, activity checklists, and other documentation required prior to obligation of funding. - Collect and consolidate data from quarterly/semi-annual/annual reports of EDU activities; track and review data against objective-level indicators; and perform data quality assessments (DQAs). Compile data for the preparation of the annual Performance Plan and Report (PPR), the Operation Plan, and ad-hoc reports and taskings. Prepare documentation and presentation on program activities. - Working closely with the EDU Director and the Program Office, prepare and track required budget documents for the office, including for budget planning and execution. - In coordination with the Program Office and EDU implementing partners, draft documents and provide logistical support for EDU evaluations and assessments. - Collect, draft, edit, and consolidate EDU contributions for USAID communication products such as biweekly reports, press releases, Briefing Checklists (BCLs), success stories, social media posts, and presentations. - Organize and support site visits to EDU programs for senior USAID officials, the Ambassador, and visiting delegations among others.
Administration: The PMA supports the smooth functioning of the EDU Office and its ability to respond to requests from internal and external stakeholders. The incumbent duties will include: - Maintain contact lists and provide administrative and logistical support for EDU coordination with the Government of Uzbekistan and other stakeholders. Draft and send routine correspondence, meeting notes, and communication on behalf of the office. - Develop and maintain EDU trackers, documents, and briefers for information sharing and knowledge management. Respond to routine and special requests for information. Ensure that office documents are saved in the office's shared drive and accessible to all team members. - Coordinate events and functions held by EDU, which could mean planning or providing support, such as confirming guest lists, contacting caterers, organizing menus, and arranging logistics. Provide logistical support and make arrangements for attendance at conferences, meetings, trainings, seminars, site visits, TDYs, and other events. - Assist with travel budgeting and management for the office, including providing estimates for annual travel budget planning and maintaining the database on travel expenses and remaining balances. Provide analysis to assist with mid-year travel budgeting adjustments as needed and in consultation with EDU leadership. - Assist staff with in-country and international travel processes, which may include preparing travel requests, making travel arrangements, assisting in preparation and transmittal of Travel Advance Vouchers, assisting EDU staff with the preparation and submission of travel vouchers, and reviewing reimbursement documentation prior to submission to the Financial Management Office (FMO).

QUALIFICATIONS REQUIRED:
Applicants must address each required qualification listed below with specific and comprehensive information supporting each item. Failure to do so may result in a determination that the applicant is not qualified.
1. EDUCATION:
At least two years of full-time post-secondary study (or the equivalent hours spread across a part-time study period) at the university in Education, Social Sciences, International Relations, Public administration, Business, or a related field is required.
2. PRIOR WORK EXPERIENCE:
Minimum three (3) years of project management-related experience in a business, government, or international development organization demonstrating increasing responsibility.
3. LANGUAGE:
Level IV (Fluent) knowledge of English and either (a) Level IV Uzbek and Level III (Good Working Knowledge) Russian; OR (b) Level IV Russian and Level III Uzbek is required. Demonstrated strong English writing skills are essential.
4.SKILLS AND ABILITIES:
Advanced competency in using Google suite is required. Competency in Microsoft Office is required. Excellent interpersonal skills and professionalism is critical. The incumbent must be able to relate well to a variety of professionals and work with others in a collegial and effective manner. Assigned duties demand critical thinking, good judgment, organization, and personal initiative. Communication skills, both written and oral, must be strong. The ability to work with minimal supervision in a fast-paced environment is required.
5. JOB KNOWLEDGE:
General knowledge of development assistance principles and international best practices for public education. General knowledge of program implementation, monitoring and evaluation, budgeting, and reporting. |
