The Branch of Caritas Switzerland (CACH) in Uzbekistan seeks a suitable candidate to take over the position of Thematic Facilitator for the remainder of the ongoing first phase until April 2027, with an option to extend the contract into subsequent phases based on available funding resources. This position is based in Samarkand city, Republic of Uzbekistan within the Branch office of Caritas Switzerland.
Reporting directly to the Team Leader, the Thematic Facilitator will lead on effective planning, implementation and evaluation of project activities in the ZRB, receiving thematic backstopping from technical consultants within the project as well as CACH's team based in regional office in Dushanbe, Tajikistan. The Thematic Facilitator is expected to perform following tasks:
•Support and drive the implementation of the project activities around Samarkand and throughout the Zarafshan River Basin. •Serve as a focal point for local stakeholders in the ZRB and interact with local branches of the related ministries members. •Realize consultations and training events with local stakeholders and beneficiaries of the project. •Report on project activities. •Establishing partnerships with other ongoing projects and programs for thematic cooperation, regular review of technical materials of previous and existing projects. •Assist in writing interim and final narrative reports. •Input into policy briefs and reports on relevant topics. |

Professional requirements |
Key attributes for the position:
•A higher education degree in a related thematic specialization is an advantage. •At least five years of professional experience in Integrated Water Resource Management (IWRM) or a related thematic field. •Experience in working with the local branches of line ministries and governmental agencies in Uzbekistan. •Knowledge of the water legislation, and environmental policy of Uzbekistan. •Knowledge of water saving technologies being adopted in Uzbekistan, both through private investment as well as those being incentivized through public policy. •Firm understanding of the role of agriculture and natural resource management within the lens of an integrated water resource management framework. •Good knowledge of the Zarafshan River Basin context and its current challenges, including transboundary concerns. •Thematic knowledge in areas related to climate change, water management, ecology, agriculture, and disaster risk reduction (DRR) or related fields will be highly valued. •Experience of working with international funders and multilateral organizations is an advantage. •Ability to multitask. •Excellent interpersonal communication skills. •Excellent knowledge of Uzbek (spoken, written). Spoken and written command of English is highly desirable and valued. |

Caritas Switzerland (www.caritas.ch) is a Swiss NGO founded in 1901 with its headquarters in Lucerne, Switzerland. In summer 2022, a consortium of Caritas Switzerland (lead) and the Central Asia Regional Environmental Center (CAREC) was awarded a 12-year mandate from the Government of Switzerland, acting through the Swiss Agency for Development and Cooperation and the Swiss Embassy in Tashkent. The mandate aims to address persistent challenges to sustainable and equitable management of water resources in the Zarafshan River Basin (ZRB), considering changing socio-economic and climate conditions. After an extended inception phase (August 2022 to May 2023), the mandate entered its first implementation phase in June 2023, which will continue until April 2027. The following second and third phases will extend into 2033, based on tangible progress and realization of desired outcomes. |
