Médecins Sans Frontières (MSF) is an independent medical international humanitarian association that delivers emergency aid to people affected by armed conflict, epidemics, healthcare exclusion and natural or man-made disasters. MSF is working in Uzbekistan in the field of Tuberculosis and HIV. MSF is looking for capable, flexible and motivated person to cover the position FIN/HR ASSISTANT for its project in Nukus.
Purpose and job location Execute administrative tasks and do follow up of project accountancy, according to administration manager's indications and MSF procedures, in order to ensure legal compliance and keep a strict control over monetary resources.
Main responsibilities, duties and tasks • Execute administrative and legal related tasks, under supervision of the Administrator Manager, checking payroll calculations and updating personal files in order to ensure accuracy, compliance and on time payments. • Implement cash management procedures in order to ensure the highest control and security, and ensure cash availability. • Prepare employment contracts in conformity with legal requirements including specific amendments when necessary in order to ensure local labour and fiscal law compliance.Enter data into the HR database HOMERE and personal files and keep them up-to-date in order to facilitate HR processes management. • Update Social security Tax office employee files in order to meet legal requirements and duties. • Draw up monthly pay slips for all staff, editing and updating the necessary data, in order to ensure the punctuality and accuracy of staff payroll. • Draw up the final pay slip and employment certificate at the end of a contract in order to meet legal requirements while defending MSF 's interests.
MSF Section/Context Specific Accountabilities • Ensure the confidentiality of HR related Financial information in all levels. • Payroll preparation for Project Locally recruited staff respecting the payroll calandar and deadlines. • Manage HR management software HOMERE and make sure that all the information entered are up-to-date. • Communicate to and brief new employees on HR policies and regulations in order to facilitate onboarding processes. • Answer all questions on Remuneration Package and other specific procedures in order to facilitate people integration. • Follow up of rosters and paid leaves with respective supervisors and staff and report any discrepancies to supervisor. • Follow-up on LRS annual leaves on monthly basis and send reminders to supervisors about leaves planning. • Follow up on evaluations of locally recruited staff and intimate supervisors about their evaluations. • Keep all the JD's database updated and make sure that updated JD 's are signed by staff. • Assist the Project Fin/HR Manager in the recruitment process and induct the newly recruited staff. • Briefing new LRS/IMS (giving info about IR, HR policies, regulations). • Making employment contract, filing employee files, data updating). • Maintain digital employees personal files record on SharePoint and update changes when required. • Prikazes (Annual leave, sick leave, unpaid leave, business trip, overtime). • Maintain bookkeeping of the Project and update all Financial transactions in UniField on timely basis. • Tracking and ensuring timely payment of utilities i.e. internet, gas, electricity, water etc. for all premises. • Update All UniField entries cash and bank in all registers with proper documentations, approved invoices. • Checks the quality of the accounting allocations; check the conformity of all the invoices and other vouchers and ensures they are approved; • Make all necessary corrections in the UF entries before hardposting, as per instructions of superviser. • Perform all the cash payments after checking the quality of the receipts for cash payments. • Handling all advances by ensuring that MSF rules and protocols followed and the advances settled in time • Payments of Per-diem to expats and visitors (if applicable). |

Professional requirements |
Education • Essential: Bachelor Degree. • Desirable: finance, business or HR administration related, certificate, diploma or similar education.
Experience • Essential : Previous working experience of at least one year in relevant jobs. • Desirable : Previous working experience of more than one year in relevant jobs. • Desirable experience in MSF or other NGOs in developing countries.
Languages • Mission language and local language essential (English, Karakalpak)
