Duties Position Summary:
The People & Culture (HR) and Administration Officer is responsible for coordination of all human resource related areas (recruitment, training and development and HR policy implementation). S/he would also be responsible for providing administrative support to the office.

Key duties and responsibilities:

Human Resource Management:
• In coordination with Regional P&C, responsible for the design and administration of local HR policies, information dissemination and compliance;
• Ensure that all contractual services (staffing, consultancies and other services) are in compliance with local labor laws and global HR policies;
• Register employees on the mehnat. uz and other platform;
• Development of all the orders related to the employees, and their documentation;
• Provide support in preparation of monthly payroll, ensuring maintenance of updated information on staff salaries, allowances, annual leave information and income-tax calculations and ensuring compliance with organizational policy, local laws and regulations;
• Responsible for coordination of recruitment processes, including vacancy management, selection process, staff onboarding and personnel records management;
• Serve as a primary source for prevention and response to employment related legal concerns, and staff disciplinary processes to be compliant with local labour laws and HR policies;
• Serve as a primary person for employee grievance program, ensuring issues are managed within Search policies and in compliance with local labor regulations;
• Responsible for strengthening staff capacities through needs-based and future-looking training and development programs, including attracting resources from diversified sources;
• Responsible for planning, coordinating and administering remuneration, in collaboration with Finance and Grants Coordinator regularly update (once in two years minimum) local competitive market information and rewards programs;
• Responsible for implementation and coordination of organizational performance management process; ensure annual goal setting, routine performance feedback for staff, year-end appraisals completion and regional reporting;

Administration:
• Responsible for procurement of office supplies, equipment and other goods/services as required, including rental agreements;
• Responsible for coordination of staff travel, including oversights over procedures for travel requests and authorization, safety and security of staff aligned with the Search travel policy;
• Administer travel arrangements, relevant documentation (tickets, visas, etc.), and any necessary travel materials (meeting confirmations, background or reference confirmations);
• Ensure safe, efficient and effective functioning of the Country Office;
Monitor the vendor list and assets register and ensure that they are updated and shared with finance regularly
• Ensure that Search's inventory list is updated at regular intervals;
• Maintain and update the vendor's database for necessary goods and services;
• Implement all the procurement and tender procedures in compliance with Search and donor regulations, including the registration of systematized tenders for services in the office;
• Remain alert and responsive to any risks, acquire relevant knowledge and skills which will enable to promote strong safeguarding practices;

Safety and Security:
• Serve as a focal point for the Country Safety and security plan;
• Develop and update Country Security Plans, SOPs and Contingency Plans;
• Draft and regularly update the Country Security Plan (CSP) for validation by the Country Director and endorsement by HQ and Regional Safety & Security Specialist;
• Ensures the travel tracking system works effectively and all staff utilizes it;
• Ensure weekly/monthly security reports are completed timely and sent to Country Director and HQ as the case may be, providing timely updates of all situational and security developments including investigation of security incidents;
• Conduct security briefing for each new international staff arriving in the country and new staff during onboarding.

Professional requirements Education:
• Bachelor's degree in human resource management, Business Administration or relevant discipline
Knowledge, Skills & Abilities:
• At least 5 years experience as a human resource professional, preferably in a multi-cultural environment;
• Experience in supporting administrative and financial operations in NGOs with international donors (preferable);
• Experience in procurement and inventory management will be an added advantage;
• Good understanding of office administration practices and standards;
• Excellent written and oral communication skills in Uzbek and English (required), Russian (preferred);
• Good understanding of local employment laws and other government statutory requirements;
Prior experience with Human Resource Information Management Systems (data management and reporting);
• Demonstrated high-level interpersonal and cross-cultural skills including the ability to build collaborative relationships internally and externally with sensitivity to cultural, social and political issues.
