Duties Organizational Context
1. The OSCE Project Co-ordinator in Uzbekistan (PCUz) is mandated to assist the Host Country in its efforts to ensure security and stability, including the fight against terrorism, violent extremism, drug trafficking and other threats; to support the country's socio-economic and civil society development; to help protect the country's environment; and to assist the government in the implementation of its commitments taken within the OSCE framework, including those related to the development of civil society. The Co-ordinator's activities are carried out on the basis of jointly developed programmes and projects.

2. Fund Administration Unit (FAU) of the PCUz administratively supports programmes and projects and aims to ensure that the OSCE Staff Rules and Regulations and Financial Administrative Instructions are implemented. The incumbent is assigned to the FAU.

Main Purpose
1. Under direct supervision of the Chief of Fund Administration and under coordination of Procurement/ Asset Management Associate, the incumbent performs all duties connected to the procurement of good and services.

2. Working under general supervision, the Procurement Administrator provides technical support and facilitates process delivery with respect to procurement of goods and services by performing tasks of substantial variety and complexity that require the selection, interpretation and assembly of information and data from several sources in examining problems for which several possible solutions exist but which are normally covered by general practice. S/he serves as a resource to other staff in procurement matters.

Work Relationships
1. The Procurement Administrator reports to the Chief of Fund Administration (NP2) as a first level supervisor, while the Head of Mission acts as the second-level supervisor.

2. Internal contacts include the other mission members of the PCUz to obtain and clarify information related to procurement requirements and to obtain approval of programme/project documents, correspondence and expenditure, as well as to make administrative arrangements for the contracting of goods and services in support of activities, and to report on the status and progress of procurement activities. External contacts are mainly with vendors and potential vendors of goods and services, as well procurement officials of the Secretariat in Vienna, as required.

Tasks and Responsibilities:

1. Collects information for the preparation of commercial contracts, interviews suppliers to assess their ability to meet specifications, obtains terms of purchase; and issues tenders and purchase contracts, as well as all preparatory works for this with the assistance and technical advice of the PCUz Procurement staff and FAU as needed.

2. Administers the issuance of tenders for locally and internationally purchased items, including: preparing comparative tables to analyse bids, monitoring vendor performance, monitors the timely delivery of goods ensuring conformity with purchase orders, and maintaining supplier information in ERP.

3. Reviews purchase requests to check whether they are complete, are within the allocated budget, contain detailed technical specifications and quote realistic delivery times; and prepares Purchase Orders, contracts and conducts contract administration.

4. Collects information for the preparation of commercial contracts and interviews suppliers to assess the ability to meet the specifications for performance, price and delivery of goods and services, as well as obtains terms of purchase.

5. Ensures the accuracy and correctness of all administration and documentation in accordance with OSCE Procurement Rules and Regulations;

6. Performs other duties and tasks related to the procurement function of the post, ensuring alignment with programme objectives.

Professional requirements Education:
• Completed secondary education, supplemented by commercial or accountancy studies.

Experience and knowledge/skills:
• Minimum five years of working experience in procurement, contracting, inventory and stock management part of which should preferably have been in an international organization.
• Ability to conduct research and collect information from a variety of sources
• Experience in project planning, implementation and reporting
• Computer literate with experience in Word, Excel, PowerPoint, etc. Experience with ERP software is an asset
• Ability to work with people of different nationalities, religions and cultural backgrounds;
• Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Languages:
• Excellent oral and written communication skills in English and in local languages.

Extra motivation Remuneration Package:

Monthly remuneration, subject to social security deduction, is USD 1 128.00 as per the relevant OSCE salary scale. Appointment is made at step 1 of the applicable OSCE salary scale. Duration of contract 5 months and 29 days.
