Duties |
Functions and official duties of the Procurement Assistant will include, but are not limited to the following: 1. Assisting the PMU PS in conducting the project procurement activities duly, securing observance of the World Bank Procurement Regulations' requirements. 2. Supporting the PS in preparation of procurement/bidding announcements, publishing them in the international and local press and organizing procurement in conformity with the World Bank procedures (international competitive bidding, national competitive bidding, selection of consultants, national shopping, etc.) and in accordance with the procurement plan; 3. Assisting the PS in selection of consultants (starting from review of terms of references for consultants, supporting preparation of the RFP and ending with support of the evaluation and contract award); 4. Maintenance of the procurement database, keeping the procurement records and filing system duly; 5. Assisting in coordination of timely delivery of goods by suppliers, execution of works by contractors and Consultants in conformity with annual work plans; 6. Assisting in submission of regular procurement reports to the PMU Director, including management report on procurement delays or contract implementation issues under the Project; 7. Assisting in contract management and handling the contractual disputes. 8. Performs other duties for the SSSU as required by the PS and PMU Director. |

Professional requirements |
The Procurement Assistant shall meet the following qualifications: 1. Higher education in the field of public procurement, law, engineering and/or other related fields; 2. Work experience of 2 or more years in the above listed fields, in line with the education. 3. Procurement experience and knowledge of projects financed by the World Bank or other International Financial Institutions' (IFI) and appropriate procurement guidelines and procedures is highly preferable; 4. Procurement experience and knowledge of government procurement and appropriate procurement guidelines and procedures is highly preferable; 5. Advanced computer literacy, including the MS Word and Excel. 6. Ability to communicate effectively, verbally and in writing. 7. Ability to work under pressure, and under tight deadlines. 8. Fluency in Uzbek and/or Russian is required. Working level of English language is required (certificates are welcomed) |
