Program / Department Summary
Funded by the United States Department of Agriculture (USDA), the five-year $21 million McGovern-Dole Food for Education and Child Nutrition Program in Uzbekistan has been providing assistance to target preschools in Karakalpakstan and Surkhandarya to improve literacy and healthy dietary practices among preschool children and their communities. As part of the program, Mercy Corps Uzbekistan aims to improve food security and preprimary education among children by providing daily school meals, reading materials, nutrition and hygiene education, and school renovations to nearly 300 preschools.

General Position Summary
Reporting to the Regional Program Manager in Termez, the Senior Commodity Management Specialist is responsible for the coordination, organization of, and overseeing all activities related to the acquisition, transportation, logistics, customs clearance, conformance certification, proper storage, and distribution of food commodities under the Food for Education and Child Nutrition in Uzbekistan Program. The position plays a critical role in the management of receipt, distribution, and monitoring of the USDA donated commodities for a 5-year McGovern Dole "Food for Education and Child Nutrition in Uzbekistan Program" that aims to improve literacy and promote healthy dietary practices among preschool children and their communities in Karakalpakstan and Surkhandarya. The Senior Commodity Management Specialist will plan, manage, and provide technical and operational oversight of all supply chain activities – including procurement, logistics, transportation, warehousing, quality assurance, distribution, and reporting to ensure effective and efficient delivery of food commodities and non-food items to target preschools in Karakalpakstan and Surkhandarya. S/he will have the knowledge and experience to anticipate and manage supply chain needs and challenges and introduce solutions for improvements.

Essential Job Responsibilities
Strategy and vision
Prepare a strategy for food aid program and operations, including but not limited to Annual Estimate of Requirements, Call Forward, Pipeline Analysis, partner agreements related to food aid program activities, and commodity operational plans.
Refine existing commodity tracking systems, manage risks (including fraud and corruption), and ensure accountability throughout the supply chain.

program and Operations Management
Manage the determination of procurement and logistics service requirements, desired specifications, and delivery schedules, and how sourcing strategies are defined, ensuring proper coordination and communication.
Refine storage, quality assurance, and pest control procedures in warehouses to protect and guard the quality of commodities against undue losses. Conduct periodic (at least once a month) and "surprise" commodity and warehouse inspections in Termez and Nukus. Provide prompt recommendations to address problems encountered during an inspection.
Ensure all branding and commodity package marking (labeling) requirements are followed.
Identify gaps in commodity management activities, propose changes in Goods Distribution SOP, Quality Control Plan, and additional policies to refine existing procedures.
Investigate reconciliations between the true balance and stock record balance by examining supporting documents (i.e., waybills, store releases) and decide if there is reasonable justification for the discrepancy. Ensure that internal control mechanisms (personnel capability, segregation of duties, authorization, verification, documentation, record keeping, and retention and monitoring) are in place.
Develop a close-out plan for food aid activities that includes completion of warehouse operations, administrative tasks, and distribution activities.
Manage the food aid component's annual estimates, call forward, and commodity pipeline.
Coordinate work with freight forwarders, clearing agents, independent surveyors, and inland and cross-border carriers to ensure commodities shipments are appropriately handled and carried out.
Ensure accountability and transparency of all supply chain operations in compliance with donor regulations, international and local standards and requirements, and Mercy Corps policy.
Manage logistical infrastructure, storage facilities, and transportation resources. Oversee application of systems and procedures for inventory and commodity transportation, warehousing, and distribution, as well as for vehicle management to ensure proper handling and safeguarding of assets. Ensure related safety and security protocols are implemented.
Manage risks, including fraud and corruption, and ensure accountability throughout the supply chain.
Oversee inventory control and the management of comprehensive goods tracking and record-keeping systems throughout the whole supply chain cycle, from time of request until time of delivery. Ensure timely preparation and submission of various reports.
Provide regular monitoring and evaluation in commodity management aspects and share recommendations for improving the quality of commodity operations.
Ensure compliance with Mercy Corps Commodity Management by conducting periodic visits to all commodity warehouses and ensuring best warehouse practices are observed, audit warehouse stock records, carry out physical count, etc.
Ensure donor-compliant reporting on commodities and that all required reports are accurately prepared and submitted.
Release food commodities from the Termez warehouse to Nukus on a regular basis upon receiving a request from the Nukus warehouse manager.
Assist with arranging transportation (trucks) from the Termez warehouse to Nukus, ensuring the vehicles' disinfection (by getting relevant certificates) before uploading food commodities to the trucks.
Assist with organizing human power to upload food commodities from the Termez warehouse to be sent to Nukus.

Provide training in commodity management to warehouse staff, Public Health and Nutrition Team members and target preschools regarding techniques of receipt, dispatch, adequate storage and quality assurance, handling, distribution procedures and policy, documentation, handling loss and claims, disposal of unfit commodities, accounting and reporting associated with their program
Create and maintain a work environment based on mutual respect, where accountability is encouraged, alternative viewpoints are welcomed, the team strives for excellence, and is conducive to professional growth. Encourage a strong team spirit.
Promote and instill a focus on capacity building, deepen understanding and ownership of individual roles, and strengthen performance management systems by implementing a comprehensive staff training plan.
Promote accountability, communicate expectations, and provide constructive feedback through regular individual interviews and performance reviews.
Structure, recruit, and induct team members, working to ensure that team structure and staffing reflect the project's vision for gender equality and ensuring that staff are prepared to succeed and familiar with agency systems, procedures, and protocols.
Provide ongoing supervision, leadership, support, guidance, and mentoring directly to program staff.
Support national staff development in line with program goals so that national staff increasingly make decisions and take on management roles.

Finance, Operation and Compliance Management
Ensure that all commodity management procedures and processes remain compliant with Mercy Corps and donor requirements, local standards, and technical regulations.
Work with the Finance and Compliance team to prevent fraud, conflicts of interest, and legal oversights in food aid activities.
Play a supporting role in internal and external audits, ensuring that recommendations related to operations are followed and all necessary measures to address audit findings are taken in a coherent manner.
Establish a system to ensure a regular follow-up on every loss claim and thoroughly investigate loss reports.

Relevant experience managing food and non-food commodity supply chains from point of origin through to recipients.Experience maintaining commodity quality and safety, managing warehouses (including fumigation and testing), coordinating transportation (port, road, rail, etc), monitoring, and reporting
Demonstrated ability to network and engage with necessary stakeholders to manage food commodity supply chains.
Effective verbal and written communication, multi-tasking, organizational and prioritization skills.
Fluency in oral and written Uzbek, Russian and proficiency in English required.
Experience with USAID, USDA, and US government regulations and program administration, management, and reporting procedures and systems is preferred.
Ability to work effectively with an ethnically diverse team in a sensitive environment.

Living Conditions / Environmental Conditions
The position is based in Termez, and is expected to work a five-day workweek; however, it may require weekend and out-of-office hours availability, as needed. Job responsibilities require in-country and abroad duty travels by plane, train, and/or car, contributing up to 30% of working time.
