Duties Х Ensure full compliance of Human Resources (HR) policy guidelines and country employee handbooks in tandem with local labor laws, client rules and regulations, RTI policies, values, ethics, procedures, and strategies.
Х Ensure effective implementation of the internal control framework and proper functioning of the HR policy framework.
Х Support the Director of Finance, HR and Operations in disseminating identified priorities and allocated tasks; and ensure strict adherence to procedures in the area of selection and recruitment of temporary and longer-term staff.
Х Organize recruitment processes by providing input to short-listing processes, the screening of candidates, and the setting up and implementation of interview panels; process documentation related to offers and deployment.
Х Maintain HR (including non-personnel) files; track and compile the project leave schedules, manage staff absence by receiving and filing personal time off (PTO) authorizations, monitor and record staff absence; advise staff on their leave entitlements.
Х Coordinate preparation of contracts for local staff through timely preparation and submission of personnel action forms and offer request memos to RTI's regional office in Jakarta.
Х Provide advice and ensure proper staff performance management processes, including performance planning, documentation of reviews, and end of year performance appraisals, and ensure that deadlines for related documentation and analyses are met.
Х Assist in fostering project staff learning and development initiatives in consultation with RTI HR Business Partners in RTI's regional and home office; support the recommendation and enrollment of project staff into short-term courses that are beneficial to the project and in accordance with individual learning plans.
Х Serve as new staff orientation and induction focal person; provide information to staff members on their employment conditions and entitlements; provide on-entry briefings and introductions; and facilitate local staff orientation and file related orientation reports.
Х Act as the office coordinator and support project administrative functions including office space planning, office maintenance, files and report management, and office equipment and supplies management.
Х Perform other duties as assigned.

Professional requirements Х Bachelor's Degree in HR, Business or Public Administration and 5 years of experience or equivalent combination of education and experience in HR and administrative management of programs, including experience in the management of USAID-funded and/or education projects strongly preferred.
Х Strong understanding of USAID contract policies and regulations preferred.
Х Strong HR and Administration management, organizational and interpersonal skills, attention to detail, and ability to work in a team-oriented setting are necessary.
Х Strong interpersonal/relationship building skills
Х Knowledge of the local labor law
Х Excellent knowledge of MS Word, Outlook, PowerPoint, Excel.
Х Excellent oral and written communication skills.
Х Strong influencing and coaching skills
Х Ability to work in a fast-paced environment and meet deadlines under pressure.

Additional information: RTI International, and its implementing partners, are requesting applications for Human Resources Officer for the Uzbekistan Education Reform Program. The 4-year, $19.5 million Uzbekistan Education Reform Program, funded by the United States Agency for International Development (USAID), aims to support the Ministry of Public Education (MPE) to sustainably improve students reading, mathematics, computers science, and English skills in the country's public schools. This positions is based in Tashkent. The successful candidate must possess excellent oral and written communication skills including fluency in English and Uzbek.

The Human Resources Officer is responsible for managing the human resources function and other administrative functions for the project. S/he is responsible for maximizing the strategic use of human resources and maintain processes such as recruitment, personnel policies, and regulatory compliance. He /She provides guidance and support to managers regarding personnel policies and procedures, training, disciplinary action, and other personnel issues. He /She also serves as the office coordinator and performs other administrative duties as assigned.
