"Improved Public Service Delivery and Enhanced Governance in Rural Uzbekistan" is a joint project conducted by the Ministry of Justice of the Republic of Uzbekistan and the United Nations Development Programme (UNDP) funded by the European Union. The overall goal of the project to improve the quality of life of vulnerable sectors of the population in rural areas – such as women, youth and children, the elderly and people with disabilities – by enhancing their access to public services, and the quality of their provision. Equally, the project aims to strengthen citizen participation in the decision-making processes at the local level and increase their access to information, effectively increasing the transparency of the local governance system.

It also delineates a series of activities aiming at strengthening the capacity of local governments and citizens to monitor and provide feedback to Public Services Agency (PSA) for improving the performance of the Public Service Centers (PSCs) in public service delivery; effectively creating a quality control mechanism at the local level.

In addition, taking into account the Government's recent legislative initiative that expands the powers of local authorities in formulating their budgets, this proposal also includes several activities intended to enable local governments to plan and manage their budgets effectively. It is expected that these activities will encourage wider local community engagement in the budget formulation process by systematically identifying local community needs and prioritising local government interventions based on the environmental, social and economic concerns of local citizens.

Under the direct supervision of the Project Manager, Monitoring and Evaluation Specialist (M&E) will be responsible for regular monitoring and reporting on the progress of the implementation of the project and supporting the implementation of the project activities by undertaking research and analysis of relevant data and information. S/he will be responsible also for the satisfactory achievement of the entrusted functions and tasks, as described below:



Duties and Responsibilities


Develops M&E framework of the Project (verifies baseline and action plan to achieve the established targets) and coordinate the implementation M&E framework and tools;

Conduct regular field visits to the project sites and pilot regions across the country;

Implement assigned project components, develop project resource profiles and timelines, assess delivery issues and work with national counterparts to build common understanding and coordination of the project activities;

Provide necessary inputs in organizing the data flow, including data collection, analysis and producing reporting for different audiences including government, donor, private sector;

Develop alternative qualitative and quantitative indicators to be regularly collected and analyzed;

Work closely with respective project team members to ensure that regular data, inputs are collected and effective implementation of M&E of the programme activities and attainment of results is ensured;

Conduct internal assessments and overviews of the Project achievements.

Participate and contribute to the research activities, gathering statistical data and other information with regard to the programme initiatives and provide analysis of these data with proposals for future actions and possible impact on the programme sustainability.

Assist the Project Manager in facilitating the public services needs assessment to identify most popular services and bottlenecks security as well as developing recommendations for concrete possible programmatic interventions;

Report on a monthly basis on the progress made in implementation of relevant project activities;

Contribute to the promotion of gender equality by reaching, involving and benefiting both women and men in the project activities (gender mainstreaming);

Facilitate knowledge and best practice sharing between projects, UN agencies, national implementing partner, government, communities to deeper integrate the work and idea of the project; participate in relevant networks and meetings of practitioners;

Prepares of substantive, financial and other project reports stipulated in the Programming Document for their submission to the EU and the annual workplan including the financing required (to be approved by the Project Board).

Develops internal and external reports, communication material, terms of reference, promote the exchange of best practices and innovative approaches;

Prepares regular reporting to the Project Board on the status of the project, delivery progress, impact assessment, project formulation, communication, and advocacy;

Prepares high-quality reports to donor in line with the Contribution Agreement and Project Documents and donor requirements;

Records and prepares Meeting minutes of all key and significant event, workshops, capacity building activities, study visits, mission and meetings between partners, including Project Board meeting minutes and decisions;

Support to organization of the Project Board meeting (at least once a year), including preparing the agenda, reporting on the project results and dissemination of meeting minutes to all participants, and implementation of Project Board decisions;

Ensure preparation of all working documents for discussion at the Project Board and high-level meetings;

Facilitate the Mid-Term Review and the independent Terminal Evaluation, Engage and involve external expertise and contribute to preparation of the Annual and Final Reports.

Performs other duties related to the scope of work of the M&E specialist as required.

Education:

University degree in Management, Social Sciences, Political and International Development, or a field relevant to international development assistance.

Experience:

Proven track of at least 3 years of work experience in project implementation, preferably in rural areas.

Experience in monitoring and evaluation, data collection and research.

Experience with UN and/or other international development organizations is an advantage.

Language Requirements:

Fluency in English and Russian. Knowledge of Uzbek is an asset.

Others:

Strong analytical and report writing skills, ability to work in a team.
Knowledge and experience with public service delivery issues.
Initiative, analytical skills, good ability in partnering and networking.
Excellent interpersonal and cross-cultural communication skills.
Proven ability of planning, data analysis.
Ability to use information technologies as a tool and resource.
