Duties Background:

The Senior Programme Assistant reports to the National Project Officer, NP2, and provides overall support and assistance in implementation of the cross-dimensional projects for all programmes and projects within the Office of the Head of Mission (HoM) in conformity with the Mandate of the OSCE Project Co-ordinator in Uzbekistan (PCUz). The incumbent also performs a co-ordination role for projects across the entire PCUz, including tracking and monitoring documentation of project proposals and reports, and follows up to ensure that analysis is completed and recorded upon completion of all PCUz projects. This includes assistance in programme and project development, assessment and management, implementation of activities in support of OSCE Chairmanship priorities, OSCE Ministerial and Permanent Council decisions, conducting research on subject matters for developing new projects, assistance in identification and negotiation with the national and international stakeholders, identification of local stakeholders for OSCE events, representing the PCUz at international, regional and national events.

Tasks and Responsibilities:
Under the overall guidance and direct supervision of the National Project Officer, NP2, the incumbent will perform duties as follows:

Project Development, Implementation, and Management functions

a. Functions as a key point of contact in the PCUz for programmatic-related issues, responsible for the implementation and co-ordination of ongoing projects and other project activities relating to the HoM programme.
b. Establishes and maintains contacts with the relevant government officials and state structures as well as civil society institutions; provides support to the government in the implementation of programme-specific projects.
c. Based on the Strategy for Further Development of the Republic of Uzbekistan in the Five Priority Areas, as approved by the Government, and relevant State Programmes analyzes and identifies urgent project requirements of the country not addressed by other agencies; formulates proposals for those strategic priorities in consultation with the National Project Officer, NP2;
d. Designs project proposals for the HoM programme, contributes to fundraising efforts and implementation of the HoM projects agreed upon with the host authorities; negotiates the initiation of project activities with potential project partners and donors;
e. In co-ordination with relevant programmatic units co-ordinates PCUz cross-dimensional activities by designing project proposals; negotiates the initiation of cross-dimensional project activities with potential project partners and donors; contributes to fundraising efforts and implementation of cross-dimensional projects approved;
f. Based on the "Road Map" agreed upon with the host authorities co-ordinates project implementation by identifying problems and proposing specific actions to be taken to expedite delivery of inputs; drafts comments on designated aspects of project progress and inputs to project monitoring; drafts project revisions, including adjustments to individual project budgets on the basis of changed work plans;
g. Performs a co-ordination role for projects across the entire PCUz, including tracking and monitoring documentation of project proposals and reports; Follows up with other programmatic up with other programmatic units on project reporting issues, including timely drafting of project progress reports and project self-evaluations reports; Communicates and co-ordinates with all PCUz programmes to ensure that project reporting and analysis is completed and recorded upon completion of all PCUz projects;
h. Supports the Office of the Head of Mission and other programmatic units in organization of visits and carrying out activities by the OSCE Secretariat, the OSCE Representative on Freedom of the Media, the OSCE High Commissioner on National Minorities, the OSCE Office for Democratic Institutions and Human Rights, Towards this end, s/he gets in contact with relevant state bodies, civil society institutions, international institutions/regional organizations and bi-lateral representations present in Uzbekistan.
i. Monitors ongoing project work and collaborates with national stakeholders and counterparts.
j. Performs interpretations and translations from and to Uzbek, English and Russian languages as needed.

Reporting, Analysis and Advisory functions

k. Based upon a thorough evaluation and analysis of the Strategy for Further Development of the Republic of Uzbekistan in the Five Priority Areas and the related State Programmes, prepares recurring or ad hoc reports, overview and analysis of trends that would affect the project work of the OSCE Project Co-ordinator in Uzbekistan.
l. Prepares / co-ordinates timely submission of responses to the requests of the 57 Delegations of the OSCE participating States in Vienna as well as relevant Units of the OSCE Secretariat regarding ongoing or planned Extra-Budgetary activities and financial needs or topic-related activities.
m. Co-ordinates with other programmatic units timely submission of inputs and consolidates them in one document for further review of the Senior Project Officers and the Head of Mission with regard to drafting of the Programme Outline, the Unified Budget Proposal and the Performance Based Programme Report.

Provides advice to supervisors and local partners as required.

Attends various OSCE and non-OSCE events, and participates on behalf of the supervisor or the OSCE Project Co-ordinator in Uzbekistan various OSCE and non-OSCE events, makes authorized statements and provides after-action reports with recommendations for follow-up.

Professional requirements Minimum Qualifications:
Х High school diploma, preferably supplemented by relevant technical or university courses.
Х At least six years of relevant experience in government or international organizations/NGOs of private sector institutions dealing with issues related to the comprehensive approach to security as applied by the OSCE.
Х Computer literacy and mastering on a user level of Microsoft Office applications. Work experience within the ORACLE-based system will be an asset;
Х Excellent written and oral communication skills in English, Russian and Uzbek languages;
Х Ability to work with people of different nationalities, religions and cultural backgrounds.

Appointment is normally made at step 1 of the applicable OSCE salary scale. At the discretion of the appointing authority a higher step may be approved up to a maximum of step 3 subject to specific conditions.
