Duties Association "SOS Children's Villages of Uzbekistan", a child welfare organization, is looking for appropriate candidates for the position of Program Development Advisor (Advocacy/Communication).
Duties and responsibilities:
- Under the leadership of the NPDD, contributes to annual and strategic planning and monitoring of progress towards targets.
- Under the leadership of National Program Development Director and in cooperation with other Programme Advisors, actively contributes to putting the SOS Children's Villages Programme Policy and related policies into practice taking into consideration national legislation and context.
- Provides technical expertise to the NPDD and Children's Village Program Director when setting up new programme units and interventions in a location.
- Supports NPDD, CVPD and programme unit managers in the location in applying for public funds.
- Provides content wise guidance to programme unit managers in the locations in planning, budgeting, and reporting of programme interventions.
- Leads specific programme development projects as assigned by the NPDD.
- Regularly reports on developments in the specific programme area to the NPDD and the responsible regional PD Unit.
- Supports NPDD, CVPD and Programme units' managers in the location in building strong links and cooperation with national government and local authorities, as well as other stakeholders to enhance programme development.
- Joins relevant networks, forums, platforms, campaigns, working groups and advocates on behalf of the organisation for the promotion and protection of children's rights, especially on issues linked to children at risk of losing the care of their families or children without parental care.
- The PDA (Advocacy/Communication) is responsible for introducing and monitoring implementation of quality standards in the area of Advocacy and Communication. Content wise, the PDA Advisor receives guidance from the regional PD Advisor. As a member of the regional PD network the PDA share good practices and experiences with colleagues from other MA.
- Participate in relevant national/international conferences.

Professional requirements o Bachelor's degree in social sciences such as political sciences, development studies, international relations – also to be considered: background in child welfare, pedagogy, psychology or other relevant qualification and previous experiences.
o Minimum of 2-3 years working experience in the social development, child or human rights NGO sector, the UN, the EU, or other relevant experiences.
o Previous experience in designing and carrying out advocacy work (advocacy planning, campaigning), preferably in the field of children's rights.
o Commitment and ability to anchor advocacy in the culture, structures and systems of a programme-based organisation.
o Good knowledge on child welfare and protection issues (ideally experience in De-institutionalisation processes), Child Rights and the UN monitoring system of the Convention on the Rights of the Child. Well acquainted with the corresponding framework, policies and key-stakeholders (actors) in the system, i.e. used to working in a "Rights based approach".
o Knowledge on issues related to the United Nations, the European Union system, the Council of Europe, the OSCE and on the functioning of the "civil society" in the country/region, or willingness to learn about these issues.
o Good contacts to press and media and relevant agencies (communication, advertising, promotion agencies)
o Effective communication and networking skills
o Information and knowledge management skills (sharing good practices)
o Excellent spoken and written Russian and English
o Computer literacy (MS Office).

o Represent SOS Children's Villages interests towards external partners
o Stay informed on all issues related to child rights/social development
o Research and detect new opportunities/trends in the field (gap analysis)
