Duties In 2015, the UNODC Regional Office for Central Asia (ROCA) launched a Programme for Central Asia covering all countries in the region: Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. This Programme, which will run until 2019, is the overarching strategic framework under which UNODC provides technical assistance within the Central Asian States. It has 4 sub-programmes relating to a) countering transnational organized crime, illicit drug trafficking and preventing terrorism; b) criminal justice, crime prevention and integrity; c) drug prevention, treatment and reintegration and HIV prevention; and d) research and trend analysis.
Sub-programme 2 "Criminal Justice, crime prevention and integrity" aims to support Central Asian States to enhance their capacity to prevent crime and strengthen criminal justice institutions and help them implement relevant standards and norms by providing policy and legislative advice and supporting capacity development and field-based technical assistance. It also seeks to strengthen the capacities of relevant national institutions to cooperate across borders in criminal justice matters.
Countries of the Central Asian region are in process of localization of the SDGs and UNODC ROCA Programme will support all countries in line with SDG's and Nationalization Strategies.

Purpose of the assignment:
The purpose of the assignment is to provide expert advice on crime prevention, criminal justice and anti-corruption during the implementation of activities in Uzbekistan under Sub-Programme 2 "Criminal Justice, Crime Prevention and Integrity" of the UNODC Regional Programme for Central Asia 2015-2019. In particular, the national consultant will provide advisory support to ensure that UNODC interventions are aligned with the Sustainable Development Goals, with a particular focus on targets under' Goal 16 - Promote just, peaceful and inclusive societies', as well as 'Goal 5 Ц Achieve Gender Equality and Empower All Women and Girls', 'Goal 8 Ц Promote Sustained, Inclusive and Sustainable Economic Growth, Full and Productive Employment and Decent Work for All', 'Goal 11 Ц Make Cities Inclusive, Safe, Resilient and Sustainable'.

Expected tangible and measurable output(s):
It is expected that the outputs will be delivered within 120 w/days as follows:

-Policy paper containing a description and analysis of legislation and policies, as well as an overview of relevant stakeholders and existing programmes and initiatives in the area of anti-corruption (20 w/days);
-Concept note, including draft agenda, for the organization of a national workshop on the prevention of and fight against corruption, including asset recovery (20 w/days);
-Best practice paper on the introduction of criminal liability of legal entities for corruption offences (20 w/days);
-Comparative study with an overview of international standards and good practices in the area of criminal legislation and criminal procedure in relation to selected issues (20 w/days);
-Proposal on capacity development and technical assistance needs in the area of trafficking of persons (20 w/days);
-Concept note, including proposed activities, to promote capacity development, awareness raising and information sharing on crime prevention (20 w/days).

Payment will be made in three installments:
-Policy paper and concept note on anti-corruption Ц 40 working days to be accomplished by 10 October 2017
-Paper on criminal liability of legal entities for corruption offences and study on criminal and criminal procedural law Ц 40 working days to be accomplished by 5 December 2017
-Proposals on trafficking in persons and crime prevention Ц 40 working days to be accomplished by 10 February 2018

Installments will be paid upon satisfactory completion of the assigned tasks to plastic card in Uzbek sums based on the UN exchange rate on the date of payment.

Demonstrated capacity to conduct legal analysis; knowledge of international standards in the area of crime prevention, criminal justice and anti-corruption; ability and willingness to work under pressure and with tight deadlines; ability to work in a team, good interpersonal and communication skills.

Advanced university degree in law, criminology, international relations, social science or other relevant field.

At least eight years of relevant working experience in the area of crime prevention, criminal justice and/or anti-corruption.

Basic computer skills (Word, Excel, PowerPoint).
