Assignment Title: Grants Manager for Component 2

The Republic of Uzbekistan has received a credit from International Development Association (IDA) toward the cost of the "Modernizing Uzbekistan's National Innovation System" Project, and intends to apply part of the proceeds for consulting services.
The MUNIS PIU now invites Local Individual Consultants ("Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The main objective is to plan, implement, monitor and control grant financing for Component-2, in close cooperation with the PIU's staff and other stakeholder agencies as described in the Project Operations Manual (POM).
The Grants Manager will manage and administer grants and procurement processes related to sub award management. S/He will finalize and manage sub awards and ensure that the implementing sub-partners are compliant with the World Bank policies and procedures. In addition, in this role will work with program and M&E teams to ensure oversight during implementation and closeout. The Grants Manager, in collaboration with the Grants and Contracts Department at the PIU and Agency for Innovative Development (AID), will advise staff on contractual and grant issues, donor compliance, and implementation of Global Communities polices related to sub award management and risk mitigation in high-risk settings.
The Position of the Grant Manager is for an output/deliverable-based consultant for the duration of MUNIS project term.

The specific functions and responsibilities of the Consultant will be to:
• Coordinate the announcement for grants (including promotion and training of potential applicants), the selection process and award of grants, contract development and ratification;
• Maintain communication with the successful grantees, prepare and manage the grantee contracts and all related documents;
• Develop and implement systems and monitor procedures to ensure proper stewardship of funds on pre awards, award, post-awards, and close-out;
• Receive and collate technical and financial reports from partners (including sub –contractors), carrying out analysis and dissemination of information arising thereof, and providing feedback loop into Programme implementation;
• Regularly review relevant operations procedures and recommend appropriate changes;
Ensure adherence to internal and donor policy requirements on awards and financial management;
• Keep relevant PIU staff informed of upcoming deadlines and deliverables, thereby ensuring smooth completion of work responsibility throughout the life cycle of the grant award;
• Work in close cooperation with MID officials, with Component Coordinators, IEB members, peer-reviewers, and others on the issues of planning, linking programmatic and operational processes and ensuring reaching of planned deliverables;
• Update grant manuals as needed;
• Performing Other Grant related tasks as assigned by the Project.

Professional requirements The shortlisting criteria are:
• Master's degree in engineering, business, finance, project research management, or related field;
• At least 5 years of progressive work experience at national and international levels in administration and project management;
• Experience in project management and reporting, financial management and budget monitoring;
• Familiar with grant management procedures and donor relations;
• Possess good knowledge of planning and strategizing financial and budgeting issues;
• Experience with basic business management skills, including developing and monitoring budgets and financial reporting;
• Experience working on World Bank funded programs desirable;
• Strong communication and writing skills in Uzbek, Russian and English;
• Be willing and able to travel frequently to project zones.
• Action-oriented and resilient in a fast-paced environment.
• Ability to manage a complex and varied workload and work under pressure.
• Strong skills in written and oral communications, excellent presentation skills.
• Advanced computer skills, including Microsoft Office suite.
• Ability to work with multi-disciplinary groups.
• Possesses excellent interpersonal skills, organizational skills and pays great attention to detail.

This position is a full-time and the specialist is obliged to work in Uzbekistan during the contract period as PIU Staff. The calculation of the amount of remuneration includes all expenses for international and national flights, accommodation, per diem and travel within and abroad of the Republic of Uzbekistan. The cost of remuneration is calculated based on a fixed payment for work.

The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank's "Procurement Regulations for IPF Borrowers" July 2016 (revised in November 2017 and August 2018) ("Procurement Regulations"), setting forth the World Bank's policy on conflict of interest.

A Consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Procurement Regulations.
