Background: Local Governance Activity (LGA) is a five-year USAID-funded project aimed at strengthening subnational governance. The goal is to improve governance, making it more responsive, participatory, and accountable, and to enhance the delivery of public services to the Uzbek people. The Activity also seeks to create a robust legal framework that supports government reform and decentralization, facilitating the transition to local service delivery. To achieve its main objective, LGA implements the following objectives: • Objective 1: Framework for reforms, based on a data-driven decentralization policy/strategy and/or legal/regulatory framework in line with the Government of Uzbekistan's Development Strategy created. • Objective 2: Local implementation of decentralization, with local government officials in the pilot local governments better able to carry out their existing and/or new mandate. • Objective 3: Public participation and accountability, with citizens better able to engage with and hold local governments in the pilot communities accountable.
Position Overview: The MEL Assistant will assist the LGA Performance Monitoring and MEL Manager in executing various MEL activities. Specifically, the MEL Assistant will be responsible for assisting with the regular monitoring and quarterly data collection from the field; conducting data entry, aggregation, and cleaning in MEL databases and DevResult system; verifying the data quality/accuracy and participating in qualitative assessments; carrying out other duties as requested by the MEL Manager and/or LGA management.
Roles and Responsibilities: • Support the LGA Performance Monitoring & MEL Manager in implementing the Activity's MEL Plan (AMELP) and Data Management Plan (DMP). • Assist in the implementation of data collection instruments (surveys, interviews, focus groups) and ensure that all findings are documented accurately. • Organize collected data to ensure its accuracy and reliability for analysis. Utilize specialized software applications like Excel, KoboToolbox, and DevResult for data entry, update, and management. • Contribute to the ongoing maintenance and regular updating of LGA's databases, ensuring all records remain accurate and accessible. • Assist the MEL Manager in gathering, verifying, and inputting data, as well as implementing monitoring activities for the grant projects. • Support LGA staff with presentation design and a critical eye for data visualization communication. Ensure that all visualizations are clear, concise, and effectively convey the necessary information. • Perform other duties as requested.

Professional requirements |
• Bachelor's degree in applied economics, statistics, sociology, and/or related area of study. • General understanding of monitoring and evaluation systems. • Good understanding of survey implementation and data collection processes. • Strong analytical skills, including the ability to compile and interpret data as needed. • Computer literacy and competency in the use of Microsoft Office software such as Outlook, Word, Excel, and PowerPoint, as well as Internet-based applications such as SharePoint. • Strong interpersonal skills, self-motivated and results-driven, with the ability to become a good team player and communicate with project staff and beneficiaries as needed. • Excellent communication skills (written and oral) in Russian and Uzbek. Proficiency in English is a valuable addition. • Previous work experience with international donor projects is desired. |
