National Consultant to design and implement TVET trainings

Nature of the consultancy : Trainer on development and conduction of two trainings for the target group on available means for self-development, TVET/skills development, and fostering a pro-active approach to realize their socio-economic rights, including labour rights in Uzbekistan within the framework of Protection of Vulnerable Migrants with Special Emphasis on Empowering Women in the Context of Migration in Central Asia.

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Project Context and Scope:
The project aims to contribute to strengthening the protection of migrants and increasing the resilience of vulnerable migrants, especially women, in Central Asia. The project will achieve this overall objective by accomplishing the following outcome at the individual, household/family, community and structural levels:
Outcome 1: Women in the context of migration are empowered to participate in the labour market in countries of origin and destination (at the individual, household/family levels).
In pursuit of the achievement of Outcome 1, IOM will provide identified women in the context of migration with technical and vocational training (TVET) programmes, to equip the beneficiaries with professional skills, enhance their employability, thus leading to their overall empowerment in their countries of origin and destination and support their access to the local labour market. To ensure that the TVET programmes meet the labour market's needs and increase the beneficiaries' employability, the project carried out a needs' assessment on the local labour markets before offering TVET programmes. Where a formal job market does not exist, is not accessible, or does not offer many options for women in migration, other income-generating opportunities are identified, in cooperation with partner NGOs. It is expected that the improved professional skills and employability of targeted women will directly contribute to increasing their economic independence, while indirectly it will contribute to empower them also at social and psychosocial level. Given the high number of remittance dependent households in the region, especially female family members and children of male migrants left behind, supporting the economic empowerment of women, especially those in rural areas, will be crucial to minimize the risks of remittance dependency and prevent their stigmatization and poverty. At the same time, IOM will provide financial training for the families left behind on how to leverage remittances for sustainable income generating activities.

Organizational Department / Unit to which the Consultant is contributing:
Migrant Protection and Assistance Unit of IOM Uzbekistan, project Protection of Vulnerable Migrants with Special Emphasis on Empowering Women in the Context of Migration in Central Asia (PX.0327).

Core Functions / Responsibilities:
Category B Consultants: Tangible and measurable outputs of the work assignment:
Category B. Consultant hired development and conduction of two trainings for the target group on available means for self-development, TVET/skills development, and fostering pro-active approach to realize their socio-economic rights, including labour rights in Uzbekistan. Payment will be made in three instalments once the corresponding deliveries are accepted and satisfied by IOM Uzbekistan.
1. First deliverable – To complete mandatory for consultants IOM trainings, to develop the concept note and draft agenda for two trainings for the target group on available means for self-development, TVET/skills development, and fostering pro-active approach to realize their socio-economic rights, including labour rights in Uzbekistan - in English. The agenda should cover financial literacy issues, means of employment, self-employment and small business launching opportunities – Deliverable by October 20, 2024.
2. Second deliverable – To develop training modules, including presentations, training materials, pre- and post-evaluation questionnaires, and conduct two trainings in the regions of Uzbekistan, where TVET campaigns are active, for two groups of 15 vulnerable women in the context of migration and Implementing partners, participating in the campaign. – in Uzbek and English - Deliverable by November 15, 2024.
3. Third deliverable - To draft a final report on training results and further recommendations on TVET implementation to vulnerable women in the context of migration in Uzbekistan - in English. - Deliverable by December 15, 2024.

Performance indicators for the evaluation of results
• Concept note and agenda of the training.
• Timely deliverables of the trainings' conduction as well as report on the work done.
• Evaluation by IOM upon completion of assigned tasks.

Education, Experience and/or skills required
• Experience in developing and conducting of the trainings is a must.
• University Degree in Sociology, Law, Social Sciences, Migration Management, Public Administration and/or other relevant disciplines.
• Experience in working with international organizations is an asset.
• At least 3 years of work experience with vulnerable groups of population and/or civil society, on migration issues is highly desirable.

Travel required
Local travels for conducting trainings will be covered by IOM. All work to be done on 'home-based' and TDY mode (in close coordination with IOM).
