The Program
Funded by the United States Department of Agriculture (USDA), the five-year McGovern-Dole Food for Education and Child Nutrition Program in Uzbekistan improves literacy and promotes healthy dietary practices among preschool children and their communities in Karakalpakstan and Surkhandarya. Mercy Corps works to improve food security and pre-primary education among children by providing daily school meals, reading materials, nutrition and hygiene education, and school renovations in 410 preschools.

Project objectives include: 1) Improved student attendance in preschools through school meals and access to clear water and sanitation; 2) promote reading readiness through age-appropriate pre-primary literacy activities, training and mentoring of preschool teachers, and engaging family support for reading; 3) improved school infrastructure and learning environments; and 4) increased knowledge of nutrition, health, and hygiene practices
General Position Summary
The MEL specialist is responsible for managing all day-day MEL function for the department, ensuring the quality of M EL, information management (TOLA) and supporting GIS efforts of Mercy Corps Uzbekistan. The M EL specialist is responsible for the leadership and management of the regional staff under the unit. The M El Specialist is responsible to provide M EL services to programs in line with donor requirements and Mercy Corps' standards. The M EL Specialist is responsible for training and mentoring national staff across MC Uzbekistan. The M EL Specialist will be responsible for developing, coordinating, maintaining and constantly improving the M EL system, as well as training M EL staff in each office.

Essential Job Responsibilities

STRATEGY AND VISION
● Work with program teams, MEL Manager to develop explanatory and analytical M EL systems, which go beyond descriptive reporting and indicator-centric processes.
● Support the MEL manager to create innovative M EL systems with built-in feedback loops which directly inform program managers and enable iterative improvements to program implementation, as well as feed into the broader nation- wide M&E system and country strategy.
● Collaborate with program teams, regional MEL staff to continuously monitoring and adopt to the changing requirements.
● Design effective CARM mechanisms and work with the program team to ensure these are utilized for accountability to beneficiaries and partners.
● Work with MEL Manager to develop country MEL strategy, provide leadership to field offices in developing individual program level M EL
● Provide continuose support to M EL Managers in developing and maintaining a system that improves the country's ability to analyze and represent impact to donors, government, program teams and communities themselves.
● Participate in country management meetings and countrywide strategy sessions.
TECHNICAL MANAGEMENT
● Use existing MC resources to train M EL and program teams in the area of monitoring and evaluation and report writing.
● Coordinate and play a vital role in assessments, surveys and learning agendas as requested. Work as the CARM focal point in addressing community level feedbacks.

DATA AND INFORMATION MANAGEMENT
● Develop high-impact data visualizations to promote analysis and organizational learning, for disseminating the information to larger audience.
● Works with the program and M EL teams to ensure and smooth running of existing system including data collection through tablet device and Microsoft PowerBI system for data dissemination. ,
● Provides guidance, recommendations, and leadership to ensure that the M&E systems meet the needs of Programs Managers and Country Leadership and help address shortfalls in M&E and data management that affect program implementation.
● Contributes to program design to ensure adherence to Mercy Corps' standards, including the use of standardized indicators and documentation methodologies but also quality indicators that support program management.

M&E SYSTEM DEVELOPMENT
● Support the efforts to establish an M EL unit working out of Tashkent that will facilitate M EL for all programs and collaborate closely with Program Managers in smoothly running the existing M EL system, one that serves the needs of the other field offices and project teams.
● Support all country programs independent M EL efforts to ensure high quality M EL at the program level as well as build the capacity to capture and present results at a national level.
● Design and maintain an M EL system with utility and program quality in mind, providing managers and their teams real time information that can steer program implementation as well as informing donors and strategic program direction and that helps strategize future program interventions.
● Work with senior management to address shortfalls in M EL that affect program implementation and conduct internal DQAs.

TEAM MANAGEMENT
● Build the capacity of all relevant team members to develop and maintain an excellent M EL system, including training on TOLA and the periodic reflection and analysis of program monitoring data to disseminate learning.
● Develop the capacity of the team, deepen understanding of their roles and assist with career development.
● Assist team members with information, tools and resources to improve performance & reach objectives.
● Promote accountability, communicate expectations and provide constructive feedback informally and formally via regular one on ones and performance reviews.
● Create and sustain a work environment of mutual respect where team members strive to achieve excellence.
● Play an active role in hiring, orienting and leading team members as necessary.

SECURITY
● Ensure compliance with security procedures and policies as determined by country leadership.
● Proactively ensure that team members operate in a secure environment and are aware of policies.

Professional requirements Knowledge and Experience
● BA/S or equivalent, preferable in business administration, public administration or international development. MA/S in the relevant field is strongly preferred.
● 3-5 years of experience in the areas of program development and monitoring and evaluation, including relevant experience building and managing an M EL system and team, relevant experience supervising data collection and data validation exercises, and building staff capacity.
● Successful experience with the adoption of mobile data collections tools like Open Data Kit and Ona including XLS Form authoring.
● Experience with theoretical and practical background in assessment, evaluation or knowledge of qualitative and quantitative methodologies and techniques required.
● Must have extensive training skills and experience working with a variety of donors, prior working experience with USAID, USDA is desired.
● High degree of computer literacy; Excel and Word skills are essential and knowledge with PowerBI is desired
● Ability to manage and meet deadlines.
● Ability to work independently on multi-task load.
● Excellent Communication and organizational skills
● Previous experience working in Uzbekistan and/or Central Asia Fluency in spoken and written English and Uzbek. Russian language skills are desired.

Additional information: Living /Environmental Conditions:
The position is based in Tashkent. All MC Uzbekistan employees are expected to work a five day workweek. This position requires 40% of travel by plane and/or car to field offices in secure environments
