The Communications Officer supports the Project Development Department (PDD) in Uzbekistan to ensure smooth and effective external and internal communication. The CO develops and implements country level and project level Communication & Visibility (C&V) strategies - including producing articles, photos, logos, social media and graphic materials in line with ACTED's communication policy and donor contractual requirements. The CO also supports the translation of this content into and from English, Russian and Uzbek and ad-hoc linguistic mediation when needed. The CO may also be assigned with other relevant tasks as per the needs in the department.

1)Grant Management

Develop and implement branding, communications and visibility strategies for each ACTED project in close coordination with Project Managers, Project Officers and PDD;
Ensure compliance with donor Communications & Visibility (C&V) requirements;
Support the PDD and AMEU department to prepare, format, design and proof read project-related reports including donor reports;
Participate in project-related meetings and take minutes as needed
Train and assist downstream partners to develop C&V plans and adhere to donor C&V requirements.

2)Internal Coordination

Facilitate interdepartmental communication and information sharing by taking minutes of various ACTED internal meetings, synthesizing and sharing action points and updates;
Report on a monthly basis to the RSPDO and Deputy Country Director, and liaise regularly with the HQ Communications Department to inform them of developments, opportunities and challenges;
Translation and interpretation of texts, program documents and meetings as requested between English, Russian and occasionally Uzbek Language
Supporting the team to arrange internal and external meetings, manage calendars and take minutes
File internal communication tools and documentation to be used as a guidance when developing content

3)External Communication

Contribute to developing and implementing ACTED country-level communication strategy in Uzbekistan;
Manage social media accounts, posting regular updates and photos;
Develop branding for specific projects in line with the C&V strategy and design related visual materials logos, posters, banners, infographics, documents, etc.;
Contribute to ACTED global external communication strategy by regularly updating HQ Communication Department with news articles, photos, and inputs for newsletters and annual reports.
Contribute to joint communication products with ACTED's partners in Uzbekistan (leaflets, one-pagers)
Ensure compliance with ACTED and donor communication and visibility policies/guidelines
Support the organization of external events, including project-specific events


Assist the PD team to develop fundraising documents (Expression of Interests/concept notes/proposals) in line with ACTED country strategy and donor requirements;
Conduct desk research on a variety of topics that are relevant for ACTED's programme development in Uzbekistan
Update regularly a directory of donors, international and local NGOs, other partners and stakeholders;
In the absence of Technical Coordinators, participate in key clusters and/or working group meetings;

5)General support

Assist the organization of internal and external meetings;
Assist with translation and interpretation;
Conduct administrative tasks, filing, phone calls and other activities as may be needed by the programme development team or Deputy Country Director
Other tasks may be assigned by the Project Development Manager/Senior Officer, or Deputy Country Director as per the needs in the organization

Professional requirements Bachelor's degree in Marketing, Journalism, Graphic Design, Social Sciences or related field
Proficient in the use of photo editing and graphic design software (e.g. Adobe Photoshop)
Written and oral fluency in English and Russian is required, fluency in Uzbek is an asset
Experience with or strong personal interest in humanitarian, development or human rights issues
Previous experience in Communications, Journalism or Social Media Management desired; previous experience in NGO or International Organizations is an asset
Respect of humanitarian and ACTED core values
Knowledge of photography an advantage
