Duties Background of program:

The three-year regional project "Promoting Energy Efficiency and Renewable Energy Production in the Community-Based Tourism Sector in Central Asia" will run from January 2020 to January 2023. The project aims to contribute to the reduction of the carbon footprint of the Community-Based Tourism (CBT) industry in Kyrgyzstan, Tajikistan, and Uzbekistan. The direct beneficiaries of the project include MSMEs in the green energy sector, CBT service providers, government institutions, local authorities and government-sponsored entities. The intervention will support MSMEs in the Renewable Energy (RE), Energy Efficiency (EE) and CBT sectors in their adoption of Sustainable Consumption Practices (SCP), promote access to green finance, and support the development of an enabling environment to strengthen SCP in the RE, EE and CBT sectors in Central Asia.

Based in Tashkent, the Country Project Officer in Uzbekistan ensures the effective and timely implementation of Green Economy & Sustainable Tourism activities in Uzbekistan. She/he ensures the delivery of quality outputs and achievement of outcomes with maximum impact for beneficiaries, and prepares written materials and progress reports.

She/he reports directly to the Regional Project Manager based in Tashkent, Uzbekistan and works closely with the field team and consortium partners working in Tajikistan, Uzbekistan, Kyrgyzstan and other locations. She/he supports the creation of project synergies at the regional level and is ready to travel internationally within the region for this purpose (up to 15%).

1.1 Project Planning
a)Prepare the work plan and time schedules for implementing Green Economy & Sustainable Tourism activities in Uzbekistan;
b)Support the identification and planning of technical skills and requirements to implement the project as per relevant standards.

1.2 Project Implementation Follow-up
a)Coordinate and implement day to day Green Economy & Sustainable CBT activities in Uzbekistan with stakeholders ensuring that technical quality and standards are considered and respected during project(s) implementation;
b)Ensure Green Economy & Sustainable CBT activities in Uzbekistan are on time, target and budget, using effective M&E systems to reach desired impacts;
c)Assist the Regional Project Manager to anticipate and mitigate risks and issues, and trouble-shoot any unforeseen challenges during the project implementation;
d)Provide regular and timely updates on progress and challenges to the Regional Project Manager and other team members;
1.3Documenting and Compliance
a)Ensure project records and documents, in particular documents that proof completion of activities in Uzbekistan (beneficiary lists, minutes, completion certificates, attendance sheets, etc.) are adequately prepared, compiled and filed according to ACTED procedures and donor specific procedures;
b)Help maintaining a beneficiary master database containing all beneficiary registration and baseline information as well as the project activities from which the beneficiaries benefited ensure the data is protected from misuse in line with ACTED's data protection policy;
c)Ensure staff awareness of, and respect of, ACTED's code of conduct, FLATS procedures and donor requirements.

1.4Beneficiary Engagement and Accountability
a)Adhere to ACTED's Code of Conduct and treat all beneficiaries with respect and without any distinction or discrimination based on nationality, race, ethnicity, tribe, gender, religious beliefs, political opinion or disability;
b)Select the beneficiaries in Uzbekistan benefiting from Green Economy & Sustainable CBT activities;
c)Ensure project stakeholders in Uzbekistan are empowered to participate throughout the project cycle;
d)Communicate ACTED's Complaints and Response Mechanism to target communities in Uzbekistan and participate in solving complaints related to the project in coordination with the AMEU.

1.5 Internal Coordination
a)Participate in project coordination meetings with the whole project team.

1.6 External Coordination and Stakeholder Engagement
a)Undertake communication and liaison activities to actively consult and involve beneficiaries, key informants, actors, partners and stakeholders in all stages of project design and implementation;
b)Cultivate good relations with key development actors – local and international, including government authorities and non-state actors, through regular attendance at technical meetings and bilateral meetings;
c)Identify opportunities to collaborate and coordinate efforts with other organizations to ensure our activities build upon - rather than replicate - the work of others.

1.7Partner Management
a)Provide support to partners in project implementation and ensure timely and qualitative implementation of projects by partners in line with ACTED and donor requirements;
b)Refer partners in Uzbekistan to relevant ACTED staff to support and/or train them in FLATS procedures where relevant;
c)Hold review meetings with partners in Uzbekistan, with particular attention given to the relationship aspects of partnership collaboration, and ensure that any issues or disputes are resolved in a timely manner.

1.8 Security
a)Ensure that each member of the project team is aware of security issues, policies, SOPs and they follow them accordingly.

2.Human Resource
a)Participate in the recruitment of Green Economy & Sustainable CBT technical staff and consultants (development of organigrams, ToRs, elaborating the tests and reviewing them; interviews etc.);
b)Ensure that relevant staff and consultants understand and are able to perform their roles and responsibilities;
c)Follow-up the work plans and day-to-day activities of the project staff and consultants;
d)Manage the project staff in Uzbekistan in cooperation with the Regional Project Manager;
e)Ensure a positive working environment and good team dynamics among staff;
f)Ensure capacity building among staff

a)Participate in the procurement planning processes, launch procurements required for the project in Kyrgyzstan in a timely manner, and follow procurements closely in collaboration with logistics;
b)Send accurate and precise order forms in a timely manner;
c)Check the quality of the required goods/supplies at the contracting stage as well as at reception point and contribute to procurement's committees to finalize suppliers' selection according to applicable scenario;
d)Ensure a proper management and use of the project assets and stocks;
e)Ensure that the project team in Uzbekistan has adequate assets necessary for performing its duties.
f)Plan project team travel based on available fleet and applicable policies
a)Participate in the review of the BFU, and forecast initial and regular costs and cross-check expenditures for projects activities in Uzbekistan;
b)Forecast monthly cash requirements for project activities in Uzbekistan and submit to the PM
c)Participate in new budget development processes through the provision of expert programmatic advice related to contextual knowledge.

5.Quality Control
a)Participate in AMEU planning processes and actively support the delivery of AMEU activities in Uzbekistan in line with the project AME framework and AME Manual;
b)Plan and organize internal qualitative assurance checks in Uzbekistan by the project team;
c)Assess the project activities undertaken and ensure efficient use of resources;
d)Undertake regular field visits to provide technical guidance and supervision as well as regularly monitor the progress of project activities in Uzbekistan;
e)Assist with monitoring the project activities implemented by partners in Uzbekistan;
f)Document lessons learned and best practices and share them with the Regional Project Manager so they can be reflected in project planning and decision-making.
6.Grant Management
a)Ensure adherence to donor procedures by project staff and consortium members in Uzbekistan;
b)Report regularly on project activities in Kyrgyzstan, challenges and indicators
c)Support the Project Manager in the preparation of progress and final reports, ensuring the quality and accuracy of technical information for Green Economy & Sustainable CBT activities in Kyrgyzstan;
d)Participate in communication activities through the regular collection of pictures and stories related to project activities;
e)Participate in new proposal development processes through the provision of expert programmatic advice related to contextual knowledge.

a)Offer technical support and inputs to other projects in similar sectors (e.g. BOQ design);
b)Any other tasks as assigned by the Line Manager.

Professional requirements Candidates must have the following qualifications:
Bachelor degree in economics, environmental studies, business, development studies, social sciences or another relevant field – Master's degree or higher is a distinct advantage;
At least 5 years of work experience in the spheres of Green Economy, Sustainable Development, or Tourism Development;
Experience in the target countries (Uzbekistan, Tajikistan, Kyrgyzstan) is an advantage;
At least 5 years of experience managing or implementing international/donor funded projects, preferably EU projects;
Experience with setting up monitoring systems;
Experience with project cycle management (PCM) and results-based management (RBM) is an advantage;
Experience working with relevant national bodies is an advantage;
Good communication skills, ability to work in a team, and personnel management skills;
Commitment to ensuring accountability and transparency in all activities and decision-making;
Fluency in English, Uzbek, and Russian;
Fluency in Uzbek and English is an asset;
Autonomous, flexible, solution-oriented and motivated
