Duties The British Embassy in Uzbekistan is seeking a Programme Support Officer that will be responsible for providing assistance in managing projects implemented in Uzbekistan by Post and act as a back-up for relevant programme team colleagues when needed.

The successful candidate will need to work in partnership with colleagues across post, Central Asia and the UK, and spend 100% of their time on Post's CSSF programme work which is expected to have up to five Uzbekistan based projects on media, governance and other thematic areas.

Main Duties and Responsibilities:

Support programme management and reporting (45%):

Support the local programme team in providing clear, timely and accurate monthly/quarterly financial and narrative reports to the Central Asia and UK programming hubs;
Support annual programme bidding round and commercial (e.g. contracts) processes;
Work with project partners to ensure compliance of projects with respective programme requirements and value for money;
Respond to daily queries from project partners.

Financial and information management (30%):

Monitor projects' actual and forecast spend;
Handle payments in line with FCO financial processes;
Regularly update regional programme hub on actual and forecasted spend data;
Manage programme information effectively in line with UK government's policy and systems, including maintenance of shared programme documents.

Other support to Central Asia and UK colleagues (25%):

Support programme team on annual review, audits and ad-hoc activities;
Provide support to wider programme work at Post as needed.

Resources Managed (Staff and Expenditure):

CSSF programme valued at up to £1.5M for FY 2020-21.

Professional requirements Essential qualifications, skills and experience:

Proficiency in both spoken and written English and Russian;
At least 2 years of experience in project management and/or monitoring and evaluation, financial planning and budget management, preferably in international organisations;
Good understanding of Uzbekistan and regional context;
Good interpersonal skills to build and maintain relationships with a range of stakeholders;
Willing to take initiative, flexible, responsible and reliable team player.

Desirable qualifications, skills and experience:

Proficient knowledge of Uzbek;
Experienced in using ORACLE based management/accounting systems;

Able to travel within and outside the country (if willing to);
Occasionally willing to work/travel outside the working hours.

Additional information
Additional information: This is a part-time, fixed-term contract of 9 months with possibility of renewal. Working hours are Monday to Friday (20 hours per week).
