Duties Under the direct supervision and guidance of the Project Manager, the Task Manager/ Building designs, codes and standards renders operational and thematic services with ensuring high quality, accuracy and consistency of work. The Task Manager will work in close collaboration with the Government counterparts, project, operations, and Programme's staff in the UNDP CO to exchange information and ensure consistent service delivery, and undertake day-to-day responsibility for operational and thematic support services for the satisfactory achievement of the project component outputs.
Thematic Functions:
In cooperation with the housing design company "Qishloq Qurilish Loyiha" Ltd., develop and finalise Energy-Efficient (EE) house, Low-Carbon (LC) house and Nearly-Zero Energy house designs, develop and submit recommendations on a "nearly zero-energy building" designation; and conduct assessments of their estimated cost and energy performance;
Contribute to promotion of EE, LC and Nearly-Zero Energy house designs nationally through the professional networks, groups and the broader media, regionally and globally through the UNDP-GEF Framework and Uzbekistan's governmental affiliations;
Develop a roadmap for the adoption of standards and/or certification of EE/LC, and Nearly Zero-Energy residential buildings or another relevant designation for low-emissions buildings;
Analyse current energy efficient building codes, and contribute to drafting new or revision of at least seven existing energy performance-related codes (listed in the "Building Codes" section of Annex 10, Project Document, (see at and incorporation of international best practices;
Assist an International Consultant/representatives of design institutions in development of new EE building codes, calculation methodology for thermal energy performance assessment, and other norms/standards to incorporate mandatory provisions (reflected the specific climatic conditions of Uzbekistan, use of energy efficient materials, equipment and technology) that they certify energy performance exceeding the minimum energy performance standards; and contribute to their adoption by Minstroy;
Conduct a capacity gap assessment of the relevant Minstroy's department(s) and its regional branches, responsible for all stages of building code enforcement, develop and implement a comprehensive capacity building strategy/programme with specific recommendations to Minstroy on organization of building codes enforcement; and provide management training on new roles and responsibilities;
Develop, draft, publish, and disseminate official guidance manuals on energy-efficient design solutions, calculation methods, including spreadsheet-based software for calculating building energy performance, and interpretation of the code; conduct training needs assessment, design and conduct corresponding trainings for all project stakeholders (Minstroy's specialists, architects and design experts, engineers, developers, etc.);
Identify corresponding social and economic impacts of the project for the beneficiaries, in particular related to enforcement of building codes and promotion/mass construction of EE, LC and Nearly-Zero Energy housing based on the adopted EE/LC designs;
Participate in planning and development of analytical reports, business guides and other deliverables aimed at enhancing public awareness on the role results of the project, in particular related to the project Component 3;
Contribute to the relevant knowledge management, training and outreach activities tailored for national professionals and public at national and local levels.
Operational Functions:
Provide corresponding inputs to development of Annual Work Plan and Budget as well as Annual Plan of Activities for the Component 3; plan and implement the work in accordance with the overall work-plan using both human and financial resources available in the most effective/efficient way and ensure compliance with UNDP and nationally set procedures;
Draft terms of reference for and work with international and local consultants;
Ensure smooth and timely delivery of operational support services in accordance with annual work plans; analyse potential problems and respond appropriately to ensure timely delivery of agreed inputs; define cost-effective measures for optimal utilization of resources;
Keep fully conversant with ongoing and planned project component activities to facilitate realistic planning of operational support services; work closely with relevant staff of UNDP office, consult with Government officials to ensure timely and efficient provision of assistance;
Be responsible for the satisfactory achievement and implementation of the project outputs related to the Component 3, and provide inputs (related to outputs achieved) to UNDP and GEF mid-year and annual mandatory reporting;
Assist the Project Manager in identifying partnership strategies with project stakeholders; advise on and contribute to improvement of project activities;
Contribute to promotion of gender equality by reaching, involving and benefiting both women and men in project activities (gender mainstreaming) with ensuring availability of gender disaggregated data; ensure that gender analysis is part of every substantive analysis and report of the project;
Ensure that men, women and traditionally marginalized groups are given due consideration during project implementation;
Contribute in organizing various public awareness events including roundtable discussions, workshops, exhibitions and trainings;
Contribute to elaboration of and 'exit' project strategy to make project outputs sustainable in the long-run.

Professional requirements Bachelor's degree in the following areas: architecture, civil engineering, construction engineering, energy engineering, buildings design, energy efficiency or related fields.
At least, 3 years of progressively responsible working experience in design of housing and development of building codes.
Professional knowledge, good comprehension of the energy efficiency issues, procedures for development, introduction and enactment of the new building codes (SNiPs) and home design-estimate documentations, knowledge of calculating building energy performance is a strong asset;
Practical knowledge of and experience in developing training, educational programmes, materials, guidance manuals on energy-efficient design solutions, building certification/labelling systems etc. is a strong asset;
Practical experience in operations (finance/budget, human resources and general administration) is an asset.
Work experience in any international organization is a strong advantage.
Proficiency in Russian and Uzbek, and good command of English are required.
Strong managerial and communication skills, client-orientation, ability to work in a team;
Initiative, analytical judgement, ability to work under pressure, ethics and honesty;
Ability to use information and communication technology as a tool and resource;
Knowledge of spreadsheet and database packages, experience in handling of web-based management systems.
