Duties Project title: Modernization of Real Property Registration and Cadastre (MRPRC) Project

Tasks of position
The Procurement Specialist shall advise the Borrower's and PIU's staff on the WB procurement procedures application, prepare and conduct the procurement related activities under the project in accordance to the approved project Procurement Plan.

Job responsibilities:

Х Advise the PIU, the Project Coordinator, and Evaluation Committee members on application of the World Bank procurement rules as established by the Financing Agreement;
Х Conduct the project activities related to the procurement, in particular, preparation of tender documents, facilitate evaluation of bids; conduct activities related to selection of consultants, in particular, the preparation of the requests for expression of interests, request for proposals, facilitate evaluation of interests and proposals, bids, monitoring of timely contract implementation.
Х Updating the Procurement Plan on a regular basis and implementation of the Procurement Plan for services, goods and consultants as approved by the World Bank in timely manner;
Х Ensure full compliance with the World Bank guidelines and procedures;
Х Work with technical staff to monitor and update the schedule of procurement, Procurement Plan;
Х Preparation of contracts with selected suppliers/consultants, including monitoring of the goods/services/works delivery in accordance with the schedule;
Х Organize acceptance of the goods, customs clearance, and delivery of the goods to the final destination;
Х Ensure that the goods accepted, their quality and quantity are strictly in line with the terms and conditions, technical specifications stipulated by the contract, and invoices for actual delivery;
Х Support the preparation, and update as needed, of the MRPRC Project Operations Manual.

Expected Results and Deliverable Documents:

Х Procurement plan is always up to date and it is implemented timely.
Х Smooth and timely implementation of the activities of the component.
Х Bidding documents approved in accordance with the requirements of the Bank (the tender documentation, request for bids, and other required documents).
Х Reports on the evaluation of bids and proposals in the forms and timing as required by the Bank procedures.
Х Information, documents concerning the whole procurement, the delivery of goods and services is available in the properly organized files of the PIU.
Х Progress reports on procurement are submitted timely.

Professional requirements Requirements for the Candidates:
Х At least 3 years of direct procurement experience;
Х Proven experience and technical ability to manage procurement of goods, works and consulting services in accordance with the Guidelines and procedures of the World Bank and/or other international financial institutions.
Х Working knowledge of English language.
Х Experience and skills of procurement documents preparation and in procurement negotiations with business representatives and officials.
Х Higher education in management, law, engineering or equivalent qualification or relevant experience in procurement;
Х Competence in using the computer applications required for the job.

Additional information: Project objective: The Project's Development Objective is to establish an efficient and accessible real property registration and cadastre system in the Republic of Uzbekistan as part of the national eGovernment structure and services. This objective will be achieved through: (i) improving business processes and customer orientation in the real property register and cadastre; (ii) creating a fully digital real property register and cadastre system (i.e. IISRPRC) accessible online to the public; (iii) improving the regulatory and operational environment of the real property register and cadastre; (iv) facilitating spatial data access, exchange and sharing at national level; and (v) raising awareness on the importance of real property rights.
