Tasks of position
The Registry/Cadastre Specialist will support the Project Director in the implementation of project tasks related to Cadastre and Real Property Registration and advise the State Committee for Land Resources, Geodesy, Cartography and State Cadastre (Goskomzemgeodescadastre) accordingly.

Specifically, the Specialist will:
- report on a weekly basis to the Project Director, outlining the progress of registry and cadastre activities within Goskomzemgeodescadastre, issues and possible solutions and next steps
- prepare an annual plan on registry and cadastre developments and check the progress;
- provide technical input for the preparation of Bidding Documentation for the selection of implementing company under the Project;
- as a member of the Project Implementation Unit (PIU), provide Registry and Cadastre support and develop different Registration and Cadastre applications;
- work closely with other technical staff in order to ensure coordination and agree on the scope of Registration and Cadastre activities and their quality control;
- present results of research in appropriate forums, during the project duration as required and requested;
- any other assignments related to the Modernization of Real Property Registration and Cadastre Project related issues.;
- participate in the preparation of the technical specifications of the main procurement packages for the project and ensure integration of local requirements and quality assurance;
- oversee the implementation of the Project in terms of Registration and Cadastre and Land management aspects;
- verify compliance with the target indicators of the Project;
- ensure compliance with the TORs by thecontracted company and;
- support the preparation, organization and conduct of Registration and Cadastre training activities and the design, compilation and publication of capacity building materials for registration and cadastre;
- work in close coordination with other PIU specialists and Goscomzemgeodescadastre's staff responsible for the Project implementation;
- support the preparation, and the revision as needed, of the Project Operational Manual and M&E framework.

Professional requirements Qualification requirements
Education: Higher technical or legal education in the field of Registration of Real Property Rights, or Cadastre, Cartography, Geodesy or in land management, or other relevant subject.

- at least 10 years of work experience in Registration / Cadastre system with at least 5 years in management roles, and domain experience in implementing the cadastral parcel model defined in the Land Administration Domain Model (ISO 19152);
- experience in developing, implementing, monitoring and managing registration systems in the State administration with a special emphasis on optimizing procedures for establishing and maintaining the land administration systems;
- practical experience in using Geographic Information Systems (GIS) is preferable;
- knowledge and experience of integrated ICT/GIS principles, systems, and technologies is preferable;
- experience in product development, project management, performance monitoring and quality assurance is essential;
- experience with both Windows and Open Source systems is highly desirable;
- experience in development of technical and normative documents in the area of Cadastre and Real Property Registration is highly desirable.

Other skills:
- proven skills and experience of working individually and in teams;
- good interpersonal communication and coordination skills and a team player;
- knowledge of Russian (speaking and writing), Uzbek and English languages.

Additional information: Project objective: The Project's Development Objective is to establish an efficient and accessible real property registration and cadastre system in the Republic of Uzbekistan as part of the national eGovernment structure and services. This objective will be achieved through: (i) improving business processes and customer orientation in the real property register and cadastre; (ii) creating a fully digital real property register and cadastre system (i.e. IISRPRC) accessible online to the public; (iii) improving the regulatory and operational environment of the real property register and cadastre; (iv) facilitating spatial data access, exchange and sharing at national level; and (v) raising awareness on the importance of real property rights.
