||Background / General description:
The World Bank Country Office in Uzbekistan is home to a dynamic local and international team of all levels and functions. It is seeking to recruit a high-caliber, imaginative, proactive and strategic communications expert as a Communications Officer, Grade GF, who will plan, develop, and implement effective communications and outreach strategies in order to improve operational outcomes, as well as to raise awareness and understanding about, and improve the image of, the World Bank in Uzbekistan.
Note: If the selected candidate is a current Bank Group staff member with a Regular or Open-Ended appointment, s/he will retain his/her Regular or Open-Ended appointment. All others will be offered a 3 year term appointment.
Duties and Accountabilities:
The World Bank Country Office in Uzbekistan is seeking an experienced, imaginative and dynamic communications professional who will work across all areas and instruments of the Uzbekistan country program to build support for sound policy decisions, share knowledge and "market" the results of that program with internal and external audiences.
The Communications Officer's supervisor will be the Europe and Central Asia (ECA) Communications Manager based in Washington DC. On all day-to-day in-country activities the Communications Officer will report to the Country Manager based in Tashkent, who will be a co-supervisor.
The Communications Officer's major responsibilities include, but are not limited to the following:
Х Develop an implementable communications strategy with a clear short- and medium-term itemized action plan to promote good development policy choices and facilitate World Bank operations. Ensure the strategy is aligned with corporate priorities, demonstrates Bank impact, maximizes the impact of resources used and anticipates reputational risk issues.
Х Execute the communication strategy and action plan utilizing online, social, televisual and print media. Monitor and report to the Country Manager on their impact and effectiveness.
Х Undertake political and public opinion analysis; monitor and analyze current events and public and press opinion in Uzbekistan; and provide regular updates to the Country Manager. Produce a daily Uzbekistan news round-up for the Uzbekistan Country Team.
Х Identify and create opportunistic outreach activities when circumstances permit.
Х Formulate a strategic framework for social media to better position the Uzbekistan program and its key advocacy campaigns within the country and with key partners.
Support to Operations
Х Provide regular communications support to operations with the guidance and support of the ECA communications team in Washington. This includes working with operational teams towards: (i) making communication based inputs into the upstream reviews; (ii) helping Global Practice task teams, across all products, to identify and develop their own communications strategies consistent with the country communications strategy; and (iii) supporting key communications efforts of individual operations, including by writing/editing high-caliber articles that can be disseminated both to external media outlets and internal WBG/regional platforms.
Х Determine the types of information and communications strategies, tools and activities that are best suited to addressing issues under the Bank's access to information policy and according to the specific reputational risks.
Х Prepare communications packages, and write/disseminate both routine and specific products (e.g., news releases, backgrounders, PowerPoint presentations, brochures, websites, speeches, briefing notes, tweets, Facebook posts, etc.) to promote the strategic and timely flow of information and key messages about the Bank Group in Uzbekistan, its policies and operations to key internal and external audiences.
Х Promote the Bank as a knowledge partner by using its own knowledge products (ESWs, AAAs, Flagships, etc.) to influence policy dialogue and country/regional reforms that reduce extreme poverty and boost shared prosperity.
Х Initiate and sustain effective professional relationships with key internal and/or external constituencies (particularly Civil Society Organizations (CSOs), academia, and private sector).
Х Participate in and advise on the World Bank Group (WBG) interactions with representatives of the Bank.
Х Identify opportunities for and forge strategic partnerships both inside and outside the Bank to improve dialogue and outreach and to strengthen the Bank's overall effectiveness and image.
Х Enhance WBG Uzbekistan's public outreach program through partnerships with civil society, universities, student associations, foundations, private sector, including joint seminars and other outreach events by working closely with other ECR colleagues.

Х Good understanding of World Bank Group operations, especially the strategy, policy review and project cycle, counterpart relations, and stakeholder dynamics;
|Requirements to the candidate
||The successful candidate will combine relevant experience in the areas of public affairs, development, and communications, with country operational background. He/she will have:
Х Master's degree (Communications, International Relations/Public Affairs, Journalism, or other related field) and 4 years of proven experience, or a Bachelor's degree and 8 years of relevant experience.
Х Fluency in English, Russian, and Uzbek Ц spoken and written.
Х Solid knowledge of communications approaches, tools, and methodologies for planning, executing and monitoring communications strategies;
Х Broad understanding of the political and economic realities of Uzbekistan;
Х Ability to identify and anticipate communications-related risks and opportunities at the country and sub-regional levels;
Х Journalistic and analytical writing and presentation skills;
Х Credibility with country stakeholders, such as CSOs, academic institutions, and media;
Х Personal and professional integrity, self-motivation, dynamism, imagination and proven ability to work under minimal supervision;
Х In addition to the above, the successful candidate must demonstrate the following competencies:
Х Proficient in the distribution, design, and delivery of communications products and in other information dissemination activities;
Х Has significant experience in and/or demonstrates broad, in-depth proficiency in content development, including editing communications products for structure, clarity of ideas, and the logical presentation of content;
Х Identifies the needed resources to accomplish results involving multiple stakeholders and finds solutions to obstacles affecting key deliverables;
Х Has proven capacity to excel at teamwork and collaboration across teams;
Х Excellent judgment and analytical skills to gather inputs, assess risk, consider impact and articulate benefits of decisions for internal and external stakeholders over the long term.
